Job Description Summary:
PayPal is committed to combating Money Laundering, Terrorism Financing, Global Sanctions evasion, and related financial crimes around the world. The Global Financial Crimes and Customer Protection (GFCCP) organization is comprised of specialized teams dedicated to developing and implementing effective policies, advanced analytics and thorough investigative processes that consider the risks posed by PayPal's products, customers, and transaction volumes in jurisdictions in which PayPal operates.

GFCCP is seeking an experienced, highly talented and self-motivated individual with experience in global sanctions, analytics, and cryptocurrency and blockchain technology to support its efforts to design cryptocurrency-related controls for PayPal's diverse product offering, consistent with PayPal's enterprise global sanctions policy and all applicable global sanctions regulations.

The successful candidate will report directly to the Head of Global Sanctions and partner closely with business and product stakeholders, the heads of PayPal's sanctions policy and sanctions analytics teams, and other key leaders globally to design sanctions-compliant controls around cryptocurrency and blockchain technology. The role will also provide dedicated support, including global sanctions policy and procedure development, consistent with PayPal's regulatory obligations, and collaborate across the GFCCP organization to identify emerging trends and threats in the cryptocurrency and blockchain technology space. The successful candidate will work with PayPal leaders to ensure adherence to global AML/CTF and sanctions requirements in support of PayPal's global AML/CTF and sanctions framework.

Job Description:

Position Responsibilities:

  • Provide day-to-day guidance for designing cryptocurrency-related controls for PayPal's diverse product offering, consistent with PayPal's enterprise global sanctions policy and all applicable global sanctions regulations.

  • Assist business and product owners with mitigating global sanctions compliance risks in the development and implementation of new products, focusing on cryptocurrency and blockchain-related opportunities.

  • Partner with PayPal's cryptocurrency business unit to evaluate business opportunities across the cryptocurrency and blockchain vertical and refine acceptance criteria in collaboration with other business and compliance stakeholders across the GFCCP organization.

  • Maintainexpert knowledge of global sanctionsregulationsand market practicesapplicable to PayPal'scryptocurrency and blockchain technology offering.

  • Provide clear and succinct communication both verbally and in writing to all levels of management and staff.

  • Develop relationships and work collaboratively with cross-functional groups and leaders within and outside of PayPal to drive results.

  • Stay current with industry practices, including current and emerging trends involving cryptocurrency and blockchain technology compliance.

  • Provide onsite and/orremote support for internal audits,regulatory exams,andpartner due diligencereviews.


  • The successful candidate will hold a minimum 8 years of AML, sanctions compliance, or other relevant experience.

  • A college degree and relevant experience in a manager-level or director-level position in a financial firm or payments company leveraging cryptocurrency and blockchain technology is preferred.

  • Proficient understanding of cryptocurrency risks, controls and the evolving landscape.

  • Extensive technical knowledge of U.S. and relevant international sanctions regulations (e.g. OFAC, United Nations).

  • Technologically conversant with a knowledge of sanctions analytics application to global sanctions regulations.

  • Must possess exceptional interpersonal and influencing skills, with the ability to partner effectively at multiple levels and across disciplines.

  • Skilled at organizing and prioritizing tasks with the demonstrated ability to understand and lead effectively within a complex GFCCP program in a changing regulatory environment.

  • Experience creating and delivering presentations to executive audiences, regulators, and external stakeholders.
