Position Summary:
Midnight Sun is seeking a Program Manager to oversee all work under a Federal Contract in McLean, Virginia. The PM shall serve as the primary point of contact for the Contracting Officer's Representative (COR) and shall be responsible for responding to any technical directives and for the submission of progress reports.


Duties/Responsibilities:

  • Assures that the requirements of the contract are met and shall be responsible for all aspects of contract performance.
  • Determines staffing needs and assists with recruiting, hiring, and onboarding of personnel.
  • Supervises all personnel and determines man-hour and hard cost requirements under contract.
  • Provides responsive communication and quality customer service to the client.
  • Prepares high-quality reports, papers, and presentations produced under this contract.
  • Manages employee training and performance evaluations including, but not limited to: time and attendance, disciplinary actions, and quality of work.
  • Other duties as required.

Minimum Requirements:

Education and Industry Experience:

  • 10 years of direct experience in Government contracting, specifically managing support services, research, and engineering projects in similar type and complexity.
  • Bachelor's degree in business administration, public policy, public health, health science, economics, communications, information technology, biology, chemistry, microbiology, information technology or a related field highly desired.
  • Project Management Professional (PMP) or similar certification preferred.

Knowledge, Skills, and Abilities:

  • Previous experience writing proposals and responses to Federal Task Orders, RFPs, RFQs, RFIs and Sources Sought.
  • Ideal Candidate will possess the ability to:
    • Manage projects with multiple facets, deliverables and various moving parts including identifying risks in the project and creating projections.
    • Think strategically, identify opportunities, solve problems, and propose solutions.
    • Create and edit technical documents with a high attention to detail (may be requested to provide a writing sample).
    • Communicate verbally and write effectively with all employees, vendors, and customers.
    • Self-prioritize work, work both independently and as part of a team.
    • Manage multiple projects simultaneously in an environment which requires flexibility.
    • Develop and deliver effective presentations to a variety of audiences.
  • Intermediate to advanced level skills in Microsoft Office software suite Word, Excel, Outlook, PowerPoint.

Other:

  • Must be able to pass a government background investigation and obtain the appropriate government access.
