ABOUT THE POSITION

The County of Riverside's Transportation and Land Management Agency department has an opportunity for a TLMA Planning Commission Secretary who will assist the Planning division in Riverside.

The TLMA Planning Commission Secretary will assist an assigned Commission with arranging meetings, scheduling appointments, answering correspondence independently, preparing weekly meeting agendas using Minute Traq, and assembling data, reports, and material prepared by the Department Staff for Commissioners and Commission Meetings.

The incumbent will also be: reviewing legal notice of Commission agenda items for accuracy and to ensure compliance with legal requirements for advertising; assuring the Commission Recordings are catalogued; responsible for all official record keeping of Commission documents, to include, the General Plan and Development Code; establishing and/or maintaining filing systems for interrelated files and records; attending Commission meetings, recording actions and proceedings, and monitoring proceedings before the Commission; composing, typing, and distributing memoranda regarding Commission actions and work orders for execution of actions to appropriate individuals and agencies.

Other duties include: coordinating with other County agencies with items to be considered by the Commission; arranging meeting rooms for special meetings County-wide, either in County or non-County facilities; preparing resolutions for the Commission's actions for special events; maintaining supply inventories and ordering supplies; operating word processing software on a personal computer; preparing a six month advance "Working schedule", showing the different types of hearings scheduled for each meeting date (i.e.., which specific dates will be set aside for current planning hearings, general plan amendments, ordinance amendments, etc.).

Competitive candidates will have served a commission or board, have strong knowledge of the Brown Act, experience taking minutes, arranging meetings, agendas, and possess strong communication skills. Experience with MinuteTraq and intermediate to advanced skills in Microsoft Office applications is highly desired .

The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for six county departments. They are the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department, Environmental Programs Department and the Administrative Services Department.

EXAMPLES OF ESSENTIAL DUTIES

• Serves as secretary to an assigned Commission; arranges meetings and schedules appointments; answers correspondence independently; prepares weekly meeting agendas; assembles data, reports, and material prepared by Department staff for Commissioners and Commission meetings as required.

• Reviews legal notice of Commission agenda items for accuracy and to ensure compliance with legal requirements for advertising.

• Assures the Commission Recordings are catalogued.

• Responsible for all official record keeping of Commission documents, to include, the General Plan and Development Code; establishes and/or maintains filing systems for interrelated files and records.

• Attends Commission meetings, records actions and proceedings, and monitors proceedings before the Commission; composes, types and distributes memoranda regarding Commission actions and work orders for execution of actions to appropriate individuals and agencies.

• Prepare a yearly calendar of Commission meetings; prepares a six month advance "Working schedule", showing the different types of hearings scheduled for each meeting date (i.e.., which specific dates will be set aside for current planning hearings, general plan amendments, ordinance amendments, etc.).

• Receives and answers telephone calls and inquiries from the public regarding established Commission and department policies, or refers them to the appropriate staff member or agency.

• Coordinates with other County agencies with items to be considered by the Commission.

• Arranges meeting rooms for special meetings County-wide, either in County or non-County facilities; and prepares resolutions for the Commission's actions for special events.

• Maintains supply inventories and orders supplies.

• Operates word processing software on a personal computer.

MINIMUM QUALIFICATIONS

Required Experience:Four years of increasingly responsible clerical experience or similar office experience with at least one year of which was in a secretary capacity to a board of directors, commission, council, or other body which required the preparation of meeting agendas and the recording of actions and proceedings; one year of the non-specialized clerical experience may be substituted for by either:

Completion of 18 semester of 24 quarter units from an accredited college in business education, or a closely related field which would prepare the incumbent for office practices.

OR

Completion of 360 hours of training from an accredited occupational training program in business education, or a closely related field which would prepare the incumbent for office practices.

Knowledge of:The functions and procedures of a Commission and Department; the provisions of State law as it relates to the TLMA Commission; the provisions of County ordinances governing zoning, subdivision, and environmental considerations; modern office methods and practices including business correspondence, receptionist techniques, report writing, correct English usage, grammar, spelling, vocabulary, and punctuation.

Ability to: Learn, interpret, and apply administrative and departmental policies and rules, understand and follow complex oral and written directions; compose correspondence independently; keep complex records and prepare reports; meet the public in situations requiring tact, diplomacy, and poise; operate a personal computer utilizing word processing software.

Skills to: Type 45 net words per minute, and take shorthand at 100 net words per minute may be required.

Physical Requirements:Lift, move, carry up to 25lbs; squatting, bending, prolonged sitting or walking.

License Requirements:Possession of a valid California Driver's License is required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
