Job Description:

The mission of the Federal Reserve Bank of NY's (FRBNY) Markets Group is to implement open market operations, monitor and analyze global financial market developments, execute lender of last resort operations for the Second district and collateral valuation services to the Federal Reserve System (FRS), provide infrastructure and financial services for foreign and international monetary authorities, and to provide capital market-related fiscal agency services to the U.S. Treasury.

The Business Technology Function (BT) within the Markets Group delivers technology services across the Group and works with technology service providers within FRBNY, FRS, and other external service providers in support of the Group's business lines.

To ensure that the Group can provide business focused support processes and tools, including innovative and flexible technology solutions that increase efficiency and productivity, we are developing and implementing a new support model to enhance the delivery of technology solutions and services across the Group.

The Treasury Automated Auctions Processing System (TAAPS) is the means by which primary dealers and other depository institutions buy Treasury marketable securities (Bills, Notes and Bonds) at auction. The FRBNY Markets Group BT staff provides technical support for TAAPS and works closely with the Markets Treasury Auction staff to execute Treasury auctions as fiscal agent to the U.S Treasury. To improve the operational resiliency for Treasury auctions the FRBNY Markets Group has established an operational presence for support of Treasury auctions in FRB Chicago. In line with that expansion, we seek an experienced senior-level Business Technology Analyst (BTA) to serve as business and technical subject matter expert for TAAPS. The TAAPS BTA individual will be expected to execute basic auction business operations, provide ongoing technical support and develop technical testing plans and scripts and work with the FRBNY-based operations and technical support staff to ensure the site is fully and independently capable of processing auctions on behalf of the U.S. Treasury in a no-NY contingency. The Senior Business Technology Analyst will be co-located with the Treasury Auction staff in the FRB Chicago location and will report through the Business Technology Function to a manager (Business Liaison) in the FRBNY Business Technology Analysis directorate.

Job Responsibilities:

Business Operations

  • Support the processing of daily auction operations and post-auction activities

  • Develop and execute ad-hoc SQL queries to support auction reporting and analysis

  • Manage and maintain operational spreadsheets used within the Treasury Auction staff for auction reporting. Ensure compliance of those spreadsheets with FRS change automation control policy (BASIC)

Technical support

  • Perform first level of support for technology and work with appropriate developer, vendor and infrastructure support staff to resolve high complexity technology issues

  • Assist in the coordination and oversight the of TAAPS technical support teams in the event of a no-NY contingency. These teams include:

    • National IT

    • Treasury application development staff

    • BT Operations Support staff

    • Primary Dealer Support (PDS)

  • Assist in managing compliance activities related to FRS and Treasury information security and operational policies. This work will include:

    • Participate and assist with annual security assessment and authorizations (SA&As) required under the Federal Information Security Management Act (FISMA)

    • Assist in maintaining TAAPS FISMA documentation

    • Participating in information security audits

  • Train staff and Junior BT Business Analysts in technology tools and applications

Business Analysis

  • Assist with the collection and development of use cases for functional and non-functional testing

  • Develop and execute functional test plans and scripts for TAAPS and other ancillary applications

Project Support

  • Represent the business as a technical subject matter expert for TAAPS

  • Manage the process of complex solution build / delivery and assist with solution roll out in the FRB Chicago office

  • Support development of initial tool / solution functional proposals


  • Execute functional UAT testing of TAAPS application releases and other systems changes

  • Coordinate with Treasury Business Solutions staff to resolve functional issues discovered during application release testing

  • Coordinate with National IT, Treasury and FRBNY staff to plan and execute contingency testing.

  • Development non-functional system requirements and test plans and coordinate with operational support staff to execute testing; assist in the analysis of test results and the troubleshooting and resolution of issues discovered during testing.
