ABOUT THE POSITION

The County of Riverside's Department of Public Social Services (DPSS), Administrative Services Division, is seeking a qualified Senior DPSS Program Specialist for their Program Technology unit, located in Riverside. At this time, the position has the opportunity for hybrid telework schedule based on business need, however job expectations, at times may require in person interaction. Telework may change at any time and you will be expected to report to the office.

The Program Technology unit administers several state systems for DPSS, including CalSAWS, EBT, and CalHEERS, among others. The Senior DPSS Program Specialist is responsible for introducing new technologies and computerized applications to the DPSS community and provides communications, project management, business process analysis and user instructions to DPSS staff.

Competitive candidates will possess experience participating in various work groups or committees, as well as proficiency in reviewing, editing, and writing policy. They should also demonstrate strong project management skills and the ability to build and establish collaborative relationships. The department seeks candidates with prior casework experience in Department of Public Social Services Self-Sufficiency Programs. These may include CalWorks, Medi-Cal, CalFresh, General Assistance, Child Care, Welfare To Work, and the Cash Assistance Program for Immigrants (CAPI).

EXAMPLES OF ESSENTIAL DUTIES
• Identifies the need for research and statistical investigation using information from existing data warehouses and/or other sources.

• Plan and design research and statistical inquiries and coordinate the activities of the investigation.

• Provide technical supervision and guidance to subordinates to develop research and analytical skills.

• Make recommendations based on result of research and statistical inquiries to assist in the development of strategic plans and program goals for DPSS.

• Analyze new and revised legislation which govern social services programs to determine impact upon departmental operations and those of service provider contracts and interagency agreements.

• Plan and coordinate the development of new and revised programs, contracts, and interagency agreements with department staff, other County departments, and community agencies.

• Prepare invitation for bids, review bids submitted for compliance with specifications, analyze bids and makes recommendations for awards.

• Coordinate the contract approval process and the transition of service providers to new contracts; negotiate contract extensions and modifications to interagency agreements and contracts.

• Perform the more difficult and complex administrative assignments and studies which require broader departmental knowledge and/or more advanced analytical and research skills.

• Develop and make recommendations for procedural or organizational changes including staffing requirements and costs; outline proposed recommendations for administrative and supervisory staff and review input submitted by them to determine the most cost effective and productive approach.

• Coordinate with staff to implement revised operational procedures and act as a technical expert or resource person to department staff and other interested individuals regarding social service programs, policies and procedures.

• Serve as lead over subordinate staff; coordinate and assign work and assist supervisor in evaluating and training staff.

• Compose selected correspondence, reports and directives for use by the director and designated staff members in public hearings and meetings with State officials.

• Serve as a department representative on various public assistance committees.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, with a major in social welfare, social or behavioral sciences, social/human services, counseling or a closely related field. (Additional caseworker experience in the program for which the position is being filled may be substituted for the required education on the basis of one year of experience for 30 semester or 45 quarter units of college level coursework.)

Experience: One year of experience comparable to a DPSS Program Specialist II in a Department of Public Social Services.

Knowledge of: Rules and regulations governing social services programs; the principles, philosophies, and operation of social services programs; principles of organization, planning, research, and analysis; principles of effective supervision.

Ability to: Perform difficult or complex analysis and evaluations involving independent judgment and initiative; perform the more complex review of departmental or contract provider methods, policies, and procedures; performs complex mathematical and statistical computations required for reports and cost analysis; understand and apply departmental policies, practices, and procedures; acts as liaison between the department and other governmental agencies; establish and maintain effective lines of communication and working relationships at all organizational levels; work in the presence of changing priorities and tight time schedules.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
