About the role
PKL Services Inc. is a professional services firm focused on Government customers and is seekinga knowledgeable administrative professional to support a military squadron in a Technical Order Librarian (TOL) role to provide administrative services in support of theCommander, Naval Air Forces (CNAF) FRS & VX Squadron Personnel department at China Lake, CA.

Task and Responsibilities:

Performs duties for O Level maintenance support, maintains Central Technical Publication Library (CTPL), performs library audits, issues any revisions, changes, or Interim Rapid Chances (IRACS), and saves laptop (PEMA) IRACs/ Electronic Action Changes (ERACS) Updates all PEMAs, weekly IRAC and TD tracker as required. Upload Automated Logistics Environment (ALE) updates as required. Performs Dispersed Technical Publication Library (DTPL) audits and conduction training as necessary. Organizes and operates libraries of technical publications, reports, and related maintenance data. Maintains all master aircraft technical orders and publications, technical order inventory system using manual and automated methods, a technical order library in accordance with COMNAVAIRFORINST 4790.2 series, master repository and satellite locations for use by system maintainers. Review automated indexes and determine the need to establish initial distribution requirements and for updates to the applicable date for the system assigned. Perform computer database and system analysis, tracks and documents receipt of Technical Directives, and provides other various support. Technical Order Librarian may also direct lower-level clerks. Positions above level IV are excluded. Such positions (which may include supervisory responsibility over lower-level clerks) require workers to use a thorough knowledge of an offices work and routine to 1) choose among widely varying methods and procedures to process complex transactions; and 2) select or devise steps necessary to complete assignments.

This position uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence. Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures. Be familiar with the terminology of the office environment. Clerical tasks, including filing of pre-coded documents in chronological order, operation and maintenance of standard office equipment, and required office organization. Responsibilities include filing pre-coded documents in a chronological file, or operating office equipment, (e.g., mimeograph, photocopy, typewriter or fax machine).

Maintenance Department Administrative Support Services:

Performance Objective:

The contractor shall greet visitors to the office and department, and answer questions regarding office procedures and policies. The contractor shall provide library services in support of maintenance of aircraft and weapons systems. Contractor personnel assigned as the Squadron CTPL shall complete the Aeronautical Technical Publications Library Management Course (D/E 555-0007) in accordance with CNAFINST 4790.2(series).

About you
We would love to hear from you if you have:

High school diploma or equivalent. Must be authorized to work in the United States. Aeronautical Technical Publications Library Management (C-555-0007) or equivalent. Minimum two (2) years experience performing affective internal and external audits in accordance with the CSFWP CSECC guidelines. Good working knowledge of Commander Naval Air Forces Instruction 4790.2 (series) and 00-25-100 (NAVAIR Publication) policies, methods, and technical publications. Preferred minimum two (2) years additional education and/or related experience. Proficient in Microsoft Office Suite to include but not limited to Word, Excel, Power Point, and Outlook. Proficient performing software updates, IP address designations, ethernet server programming, and computer troubleshooting and repair.

Required Work Authorization/Security Clearance:

This position requires a government security investigation. Shall possess and maintain a SECRET or Top Secret/Sensitive Compartmented Information Facility (TS/SCI) Security Clearance. Requires access to Personally Identifiable Information (PII), unclassified sensitive information, unclassified Department of Defense Information Technology (DoD IT) systems, and the host installation or squadron spaces. Must be able to receive a Government Common Access Card (CAC), access Government systems, and requirements of Department of Defense (DoD) Instruction 1000.13 and SECNAVMAN 5510.30 (series) and SECNAVINST 5211.5 (series) prior to performing administrative services outlined in the PWS. Reliable transportation is necessary to gain access to job site.

Position and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday- Thursday 9 hours, every other Friday 8 hours. Evening or weekend work may be required as job duties demand. Hours are 0630-1630 but are subjected to change based on the needs of the squadron. Occasional telework may also be required upon request of the customer or PKL.

Travel:

Five percent (5%) of travel may be required for job-related training attendance.

Work Environment / Physical Requirements:

Office environment Ability to sit for extended periods of time. Ability to perform repetitive motion (keyboarding, 10-key). The noise level in the work environment is usually moderate. Job site requires moderate walking and climbing multiple flights of stairs.
