Director of Preconstruction and Estimating

Summary

This position engages on both a project level as well as corporate level through the utilization of a multitude of cost analytic procedures to achieve maximum value for each project.

Tasks

General Responsibilities:


  • Preparing and/or reviewing cost estimates for all new and rehabilitation construction projects.

  • Assisting with the management of the preconstruction process for all projects

  • Development and maintenance of database(s) of construction cost and schedule metrics through communication with industry contacts and information from previously completed projects which provide accurate and usable data to assist decision making throughout the project process.

  • Coordination and participation in industry outreach in order to maximize bid coverage in all bid scope areas and maintain relations for maintenance of material and labor data relative to construction metric database(s).

  • Development and maintenance of supplier and sub-contractor database and relationships

  • Assessment of opportunities and development of relationships for strategic sourcing practices

  • Assistance with the development and refinement of standardized protocols and documentation for procurement and bidding

  • Evaluation, assessment and recommendation of new technology, software and best practices which could be beneficial to the execution of projects or portions thereof

  • Mentorship of developing members of the Design & Preconstruction department

  • Performance of other duties as assigned

Project Responsibilities


  • Preparation and/or oversite of the preparation of conceptual cost models, budgets and feasibility models based on cost database and/or subcontractor input as appropriate

  • Preparation of project construction schedules and associated general conditions budgets

  • Identification and verification of building codes, city ordinances, taxes and local conditions with city building departments and evaluate potential area specific cost implications

  • Performance and/or oversite of the preparation of quantitative analysis of design documents at each of the phase of the design process in order to prepare detailed cost estimates. This may include complete projects or individual portions thereof depending the stage of design and intent of estimate.

  • Analyzation of project program, design, costs, and subcontractor input and provide comparisons, cost savings, value engineering options, and other recommendations.

  • Performance of constructability reviews at appropriate stages of development

  • Coordination and management of estimating and bidding activities throughout the project process including performance of take-off’s, preparation of cost estimates, bid scope preparation, bid management and bid evaluations.

  • Facilitation of the bid evaluation process including preparation of bid tabulation worksheets, performance of trade take-off’s to confirm bid quantities, evaluation of scope coverage, and identification of value engineering opportunities.

  • Assisting construction staff with buying out of contracts and purchase orders for all trades necessary to complete a development

  • Assisting construction staff with assessment of proposed Changes of Work and associated costs and schedule impacts thereof

Technology Skills


  • Strong computer skills; including proficiency in Microsoft Word, Microsoft Excel and Bluebeam (or similar PDF editing software). Experience with Microsoft Project preferred.

Education/Experience


  • A four-year Bachelor’s degree in design program.

  • Minimum 5 years’ experience in the design and/or construction field.

Wage


  • Salaried/Exempt (not eligible for overtime).
