Job Description:

The mission of the University of Oklahoma is to provide the best possible educational experience for our students through excellence in teaching, research and creative activity, and service to the state and society. To help achieve this mission, the Department of Human Resources (HR) is looking for a service oriented strategic leader to serve as the Deputy Chief Human Resources Officer (Deputy CHRO). While this position will be primarily housed on the Oklahoma City campus, the Deputy CHRO will serve the campus communities on the Norman, Oklahoma City, and Tulsa campuses.   

The Deputy CHRO will report directly to the Vice President and CHRO, serving as a key member of the HR Leadership Team. Additionally, the Deputy CHRO will serve as the CHRO’s designee and act on their behalf in their absence. This position will provide direction to key aspects of Human Resources, including HR Business Partners and Employee Relations, Compensation and Classification, Learning and Organizational Development, and related transactional responsibilities. Finally, this position will be instrumental in achieving operational excellence by identifying opportunities to streamline and/or automate processes, procedures, and organizational systems.

To be successful in the position, the candidate should possess knowledge and understanding of the operations of large, large complex universities, as well as federal, state, and local employment laws and regulations. They should have skills in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. They should be a team leader with an advanced knowledge of human resources management principles, practices, and standards so, they can exercise sound judgment as they work with the VP and CHRO. Finally, the selected candidate must embrace the university’s Strategic Plan, Lead On, University, and commit to use the five pillars to implement thoughtful strategies to achieve OU’s ambitious goals.

Duties:


  • Acts on behalf of the Vice President and CHRO in their absence. Provides integrative leadership and direction in the management of multiple core functions including day-to- day oversight or indirect oversight of human resources services and various large-scale initiatives of assigned areas.

  • Provides direct of key aspects of Human Resources such as HR Business Partners and Employee Relations; Compensation and Classification; and Learning and Organizational Development, and related transactional responsibilities as assigned.

  • Directs and coordinates the activities of assigned HR directors and managers and their respective units, management, professional and support staff; establishes standards, evaluates performance, and monitors workload and productivity.

  • Provides direction and oversight in the development and implementation of employee relations strategies designed to minimize workplace disputes, and to foster a positive and productive work environment.

  • Provides strategic leadership in the development of short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures as it relates to functional oversight.

  • Provides strategic direction on opportunities to streamline and/or automate processes, procedures, organizational systems, HR services, customer experience, and data management.

  • Serves on multiple University planning and policy-making committees.

  • Provides expert consultation and guidance to university leadership and constituents on HR best practices, policy interpretation, problem resolution, and compliance with state and federal regulations.

  • Ensures that policy, procedures, and standards governing human resources practices comply with all local, state, and federal regulations.

  • Develops and manages annual budgets.

  • Establishes and maintain various metrics and other measures of success as it relates to areas of oversight.

  • Performs various miscellaneous job-related duties as assigned to successfully fulfill the duties of the position.

Education:  Bachelor's Degree in Human Resources, Business Administration, or related field

 

Experience:  At least 10 years of experience directly related to the duties and responsibilities specified

 

Skills:


  • Knowledge and understanding of the operations of an institution of higher education

  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures

  • Knowledge of federal and state employment laws and regulations, and public sector employment policies and procedures

  • Ability to analyze problems and develop creative solution

  • Ability to exercise sound judgement in working with and on behalf of the Vice President and CHRO

  • Strong analytical and critical thinking skills and the ability to analyze, summarize, and effectively present data to leadership

  • Excellent oral and written communication skills and the ability to work effectively with a wide variety of people

  • Knowledge of computerized information systems used in human resources applications

  • Knowledge of federal and state laws and regulations related to Human Resources

  • Advanced knowledge and understanding of human resources management principles, practices, and standards, as applied to public institutions

  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments

  • Strategic planning and performance measurement skills

  • Ability to provide strategic guidance and counsel to clients in the assessment and development of existing and/or proposed programs and procedures

  • Knowledge of project management principles, practices, techniques, and tools

  • Ability to foster a cooperative work environment

Working Conditions:

Physical:  Sit for prolonged periods, ability to engage in repetitive motions. 

Environmental:  Standard office environment, frequent exposure to pressure caused by deadlines and busy periods. Requires contact with other departments and University officials.
