Atlas has an exciting opportunity for a Strategic Operations Planner who thrives in a challenging environment supporting advancement of cutting-edge technologies within the DoD. This effort supports all matters pertaining to strategic execution planning in support of NAVWAR strategic plans. The Senior Strategic Operations Planner will develop, present, and execute strategic analysis, planning, and forecast long-term resource requirements in support of the NIWC Atlantic Execution Plan and long-term operational strategy.

Responsibilities:


  • Conduct analysis of issues a variety of resources to carry out missions and functions and to serves as a subject matter expert, and advisor to the execution planning office on a wide range of higher-level strategic planning considerations to develop, integrate, execute, and manage NIWC Atlantic strategic execution plan.

  • Analyze information provided on identified challenges, substantive changes and doctrinal issues, and the recommended courses of action.

  • Serve as a strategic and long-range planner and consultant responsible for assisting in the research of strategic doctrine in support of the view of the future and implements detailed strategic policy, plans, initiatives and concepts related to critical and emerging technologies, C2 systems, communication systems, networking systems, cyber operations, intelligence, surveillance, reconnaissance, business systems, information security, and selected other activities for the entire organizations based on broad guidance from higher headquarters and specific guidance from the Commander.

  • Coordinate and oversee development of measurable strategic timetables, goals, objectives, and milestones implementing instructions, local plans, policies, and programs.

  • Evaluate and recommend planning strategies to develop, implement and sustain the Strategic Execution Plan.

  • Work with data scientists to develop performance measurement tools and data collection methods for continuous monitoring of operational data to ensure that all programs are fully integrated and effective.

  • Ensure strategic planning evaluation and assessments adequately and effectively address and measure key customer and operational requirements for continual process improvements aligned with the Strategic Execution Planning direction.

  • Prepare briefings and correspondence and distributes command policy and guidance on the strategic planning process.

  • Compile, perform, publish, and oversee a comprehensive analysis for each future program to prevent duplicate use of resources.

  • Assist in the administration, implementation, and execution of a quality Strategic Execution Plans program.

  • Review Department of Defense (DoD), Department of the Navy (DoN), National Military Strategy, Defense Planning Guidance, National Defense Strategy, and other agency planning documents.

  • Ensure the state strategic execution plan remains synchronized with current topics, future initiatives and higher headquarters planning documents.

  • Analyze and recommend adjustments and changes to policies, programs, and projects to improve operations and efficiencies.

  • Review strategy, plans, policy, and operations to ensure they are clear, comprehensive, and in compliance with directives in achieving strategic and operational objectives and provide recommendations.

  • Engage and work with directorate strategic planners and functional management teams to ensure proper planning and analysis for future force structure activities including capabilities analysis, demographic information, and ongoing transformation planning for out-year activities.

  • Provide direction and guidance to directors and staff in enhancement measurement tools and management improvement ideas.

Minimum Qualifications:


  • Bachelor’s degree

  • Specialized experience serving as a Strategic Planner/Manager

Preferred Qualifications:


  • DoD security clearance

  • 5 – 10 years military planning experience preferred

  • PMP preferred but not necessary
