The purpose of the CA COVID-19 Response Modeling and Advanced Analytics Group within the Surveillance and Modeling Section of COVID-19 California Department of Public Health (CDPH) response is to inform high-profile, high-impact public health orders and policies including: institution of stay-at-home orders in the early pandemic period, regional stay-at-home orders based on intensive care unit capacity, emerging variants, statewide mask mandates, metrics for the Blueprint for a Safer Economy including the nation’s first health equity metric, and support planning for vaccine allocation and distribution.
The Infectious Disease Modeler works under the administrative direction of the Modeling Team Lead and the Chief of the Epidemiology, Surveillance and Modeling Section, COVID-19 Response as part of the Science Branch. The Infectious Disease Modeler is responsible for developing various epidemiologic models (both static and transmission dynamic) and supervising other staff in the development of COVID-19 specific infectious disease models.

ESSENTIAL FUNCTIONS
Serves as lead infectious disease modeler for the CA COVID-19 Response Modeling and Advanced Analytics team.
Duties include providing public health research and scientific expertise to a range of scenario models that guide planning and programmatic action, including: estimating the effectiveness and impact of various vaccines and vaccine allocation strategies; generating county specific estimates of the impact of school re-opening by age-group; and modeling the impact of interventions targeting high-risk or vulnerable populations (health equity interventions) on epidemiology of disease and on disparities.
Provides leadership and technical support for the design and analysis of advanced modeling including agent based models that explore the impact of various interventions and local, regional and state levels; and support the design and interpretation of forecasting models which estimate epidemiologic trends including incident cases, hospitalizations and deaths from COVID-19.
Represents the COVID-19 Response Modeling and Advanced Analytics team at meetings with other state, federal and local agencies, external stakeholders, and liaisons with other agencies as necessary through meetings, workgroups, and task forces; participates in other Agency’s research plan updates and aligns with Center for Infectious Diseases/ Division of Communicable Disease Control priorities.
Plans and directs the successful completion of research output including text, tables and figures for public health presentations, reports, and published manuscripts. Assesses and fulfills needs for updates, expansion, and/or development of procedural documents used by Modeling Team staff to promote procedural consistency and transfer of knowledge.
Acts as subject matter expert in providing guidance to and mentoring Research Scientists at levels I, II, and III and equivalent contract positions within the team.
Designs and implements expansions and improvements for existing CalCAT website that incorporate further analysis and visualizations of use to public and stakeholders. Oversees maintenance and updates to CalCAT website. Leads regular calls with stakeholders to describe updates and new analyses of interest to state and counties.
NON-ESSENTIAL FUNCTIONS

JOB QUALIFICATIONS
Demonstrated ability to effectively communicate orally and in writing with public health and healthcare professionals and internal partners.
Ability to supervise and oversee data entry, data cleaning, and data quality assessment with attention to detail.
Knowledge and application of Health Insurance Portability and Accountability Act (HIPAA) requirements and protection of health information.
Strong knowledge of epidemiology and ability to interpret disparities and trends in data.
Strong analytical and problem-solving skills.
Experience creating various epidemiologic models (both static and transmission dynamic).
Ability to make time sensitive decisions in complex situations.
Ability to prioritize, delegate and manage multiple tasks.
Demonstrate reliability and integrity.
Fluency in both spoken and written English.
Education/Experience
Master’s degree in public health, epidemiology, biostatistics, bioinformatics or other closely related fields, required.
Doctoral degree in public health epidemiology, biostatistics, bioinformatics or other closely related fields, preferred.
At least five years of experience working as an epidemiologist in a public health setting, required.
At least ten years of experience working as an epidemiologist in a public health setting, preferred.
Experience leading research scientists or other professional staff, required.
Strong knowledge of epidemiological/biostatistical methods, required.
Ability to make time sensitive decisions in complex situations, required.
Strong organizational skills, required.
Experience in managing or overseeing complex projects, required.
Basic knowledge and use of statistical software, such as Statistical Analysis Software (SAS) and R, preferred.
