The site supervisor is responsible for the supervision of residential advisors attending medical, dental and psychological appointments and for the assessment, planning, implementation, monitoring and evaluation of daily living skills, documenting and addressing all site needs, scheduling all activities, developing weekly menus and coordinating transportation for Shining Through consumers.

The supervisor conducts all program operations in accordance with the principles of normalization, abiding by DPW 6400 regulations and sound ethical social work, mental retardation practices. It is expected that the supervisor will act in accordance with the policies and procedures of Shining Through Unit, and the values of Resources for Human Development (RHD). Accordingly, supervisor will be stationed at his/her respective sites functioning as a support to both consumers and staffs and to ensure compliance with the aforementioned internal and external agency guidelines.



Responsibilities/Duties




  • Ensures that all care and services to consumers are provided in accordance with state and county regulations

  • Provide daily support and guidance in establishing direction and standard of care as outlined in the DPW 6400 regulatory guidelines.

  • Assists with maintaining household budgets, including making purchases for both the needs of the consumer and household supplies and distributing funds for social/recreational activities, monitor overtime hours, utilities, repairs and reconciliation.

  • Ensures that monthly fire drills are conducted on alternating shifts and maintain records of it

  • Maintain on-call status, which include but not limited to being available 24 hours per day, seven days per week by cell phone, notifying Assistant Director and/or Director and/or Clinical Specialist of any and all major incidents involving staff and/or residents and ensures required documentation is completed.

  • Attends all management team meetings, clinical consultation meetings and communicate all issues and/or concerns that affect any aspect of Shining Through sites.

  • Assists Clinical specialist in assessing the status of consumer's programming, including goals, activities of daily living, and community base integration

  • Maintain staff schedules, including providing daily staffing, and is required to work a shift in the event there is no available coverage

  • Performs medication counts and coordinate all medical issues with Unit Nurse and/or Assistant Director

  • Semi-weekly checks of all documentation, i.e. progress notes, resident goals, MASH notes, incident reports, medication logs, daily logs, etc.

  • Maintain effective working relationships with personnel from the county, local agencies, case management and families to coordinate service delivery to consumers

  • Performs all other duties as assigned or directed by supervisor.



Required Experience



Five years experience working with individuals with Intellectual Developmental Disabilities

Required Education



High School Diploma

College Degree is a plus



Required Qualifications




  • The ability to work without immediate supervision

  • Knowledge of 6400 and 6100 regulations preferred

  • Objective awareness of others, tactful interaction and ease in establishing limits

  • Insight and the ability to effectively communicate verbally as well as written

  • Good judgment, including the ability to evaluate, make decisions, and anticipate consequences

  • Trained and knowledgeable in the EIM system and when documentation is required

  • Initiative and motivation to learn

  • Valid driver's license and ability to operate company vehicles

  • Trainings: CPR, First Aid, Medication Training, Certified Medication Observer, Crisis Prevention and Intervention and HIPPA compliance (in addition to all other required trainings for RHD, ODP, and Provider Monitoring)

  • Background checks, FBI clearances if applicable, and driver's license confirmation necessary



Program Summary



RHD Shining Through is a multi-faceted community-based residential program that provides services to adults diagnosed with behavioral health challenges and intellectual and developmental disabilities living in the community. The program promotes independence and fosters the development of vocational and social supports. Individuals are nurtured in an environment that inspires growth and continued progress.

"RHD employees and programs in the City of Philadelphia are required to follow the COVID vaccine mandate . The City of Philadelphia has issued an Emergency Regulation Governing the Control and Prevention of COVID-19 Mandating Vaccines for Healthcare Workers and In Higher Education, Healthcare, and Related Settings ("Vaccine Mandate Regulation"), which mandates vaccine for healthcare workers and in higher education, healthcare, and related settings. This mandate became Effective on August 16, 2021 and requires Healthcare Workers and certain workers at Healthcare Institutions to be fully vaccinated by October 15, 2021. Fully vaccinated means it has been two weeks since the final dose of vaccine. The regulation does allow individuals to apply to RHD for an exemption based on a sincerely held religious belief that would prohibit vaccination for COVID-19 or because of medical conditions that preclude administration of one of the available vaccines."
