Responsibilities: 




    • Develop outreach strategy for EAP bureau leaders and principals.

    • Develop networks and build collaborative working relationships with stakeholders throughout EAP and other bureaus, USG agencies, the East Asian & Pacific diaspora, foreign embassy public affairs and protocol staff, U.S. academia, thinks tanks and NGOs to create opportunities for outreach and increase accurate understanding of EAP policies.

    • Maintain database of contacts that is accessible by relevant Bureau entities.

    • Maintain a calendar of outreach and other significant events.

    • Proactively identify opportunities and organize participation of Bureau personnel in conferences, seminars, briefings, and workshops to promote a better understanding of U.S. policy in EAP.

    • Coordinate EAP attendance at external events (e.g. keynote addresses, conferences, think tank events).

    • Serve as Control Officer for outreach activities to include all elements of organizing, planning, briefing, staffing, and reporting.

    • Potential travel to locations around the U.S. to build and develop network and implement outreach activities throughout the year.

    • Report to the EAP/PD Policy and Coordination Officer.

    • Serve as back-up to Policy and Coordination Officer as needed.



Minimum Qualifications:


  • 3+ Years of qualified experience.

  • Must be able to obtain a Top Secret Clearance.

  • Expert understanding of public diplomacy (or public outreach), its tools, and methods.

  • Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of complex programs.

  • Experience conducting formative research into audience needs to guide the development of outreach programs/campaigns and monitoring and evaluation of those programs/campaigns.

  • Knowledge of U.S. foreign policy objectives in the Asia-Pacific region.  Asian language proficiency and work in EAP region preferred but not required.

  • Skill in oral and written communications to interface with individuals at all levels, both within and outside the government. 

  • Mastery of persuasive writing and rhetorical style as they relate to the preparation of preparing remarks for public delivery.

  • Extensive skill in interpersonal relationships, including the ability to establish and maintain effective partnerships and working relationships with Department and Bureau leadership.

  • Demonstrated ability to take direction from superiors, effectively work in a team environment, and meet deadlines.      

 

Desired Qualifications:  


  • U.S. Federal Government experience, especially at the Department of State.

  • Background in foreign affairs or international relations.

  • Background in Marketing, Public Diplomacy, Communications, or another related field.
