Guided by the mission of OHFA “We open doors to an affordable place to call home” the Ohio Housing Finance Agency is looking for a dedicated individual to fill the Housing Tax Credit Manager position.

The Ohio Housing Finance Agency (OHFA) offers affordable housing opportunities for Ohioans from rental assistance to homeownership. OHFA provides access to financial resources for the development and management of affordable housing. The Agency's programs serve first-time homebuyers, renters, senior citizens and other populations with special needs who otherwise might not be able to afford quality housing. The Office of Multifamily Housing increases and preserves affordable rental housing units in Ohio through a variety of programs that provide financial assistance, such as housing credits, low-interest loans and grants to affordable housing developers. The office administers Ohio’s Low-Income Housing Tax Credit program, which is the most widely used financial incentive program for the production of new affordable housing in the state and nation. The office monitors projects during construction and post-construction to ensure regulatory compliance and the ongoing financial viability of multifamily developments.

The Housing Tax Credit Manager oversees the multifamily housing programs, including the Low Income Housing Tax Credit Program (LIHTC), Housing Development Loan Program (HDL), and Housing Development Assistance Program (HDAP) by developing program goals and objectives, providing guidance & training to staff on Federal & State housing programs and regulations.  This position supervises the multifamily housing development underwriters and agency architect.

Educational Transcript Requirements

Official educational transcripts are required for all post-high school educational accomplishments, coursework or degrees claimed on the application. Failure to provide transcripts within 5 working days of being requested may cause the applicant to be eliminated from further consideration.

Preferred Qualifications:


  • Master’s degree in urban planning, city planning, business, finance, public policy or public administration preferred.

  • 5 or more years’ experience working with affordable housing and/or community development programs preferred.

  • 24 months’ experience managing a team of professionals.

  • Knowledge of the Low Income Housing Tax Credit (LIHTC), HOME, National Housing Trust Fund (NHTF), Community Development Block Grant (CDBG), and other U.S. Department of Housing and Urban Development (HUD) and U.S. Department of Agriculture Rural Development (RD) multifamily housing programs.

  • Receipt and maintenance of National Development Council’s (NDC) Housing Development Finance Professional (HDFP) or Economic Development Finance Professional (EDFP) certification OR receipt and maintenance of the National Association of Home Builder’s (NAHB) Housing Credit Certified Professional (HCCP) certification.
