Job Description:

The GIS Compliance Specialist will collaborate with a team working on a Pipeline Safety Maximum Allowable Operating Pressure (MAOP) Reconfirmation and Pressure Restoration Program. The GIS Compliance Specialist's main role and responsibility will be to research, review, and evaluate existing and new pipeline documentation to support the ABS Consulting's client with ensuring compliance with the PHMSA "Megarule" requirements to provide MAOP documentation that is Traceable, Verifiable, and Complete (TVC) for all Class 3 & 4 pipelines, High Consequence Areas (HCAs), and select Medium Consequence Areas (MCAs).


What You Will Do:

  • Desktop research, review, and evaluation to verify that existing and/or new hydrostatic pressure test documentation packages and material records meet TVC requirements
  • Support in the preparation, updates, and submission of annual pipeline compliance reports to PHMSA to meet required targets and deadlines
  • Identify pipe class changes for regulatory purposes
  • Evaluation and disposition that material records meet client's requirements and substantiate design pressure calculations that validate pipeline MAOP to 49 CFR Part 192.624 (a) Maximum allowable operating pressure reconfirmation: Onshore steel transmission pipelines, State and local regulations, PHMSA "Megarule", or ABS Consulting's client specifications, industry standards; or, where no guidance or specifications have been provided, any other natural gas pipeline industry operating and maintenance requirements.

What You Will Need:


Education and Experience
  • Ten or more (10+) years of experience preferred
  • Associate degree or equivalent in related disciplines
Knowledge, Skills, and Abilities
  • Excellent oral and written communication skills.
  • Gather and analyze data effectively
  • Excellent problem-solving skills
  • Geographic Information Systems Knowledge
  • Ability to obtain a working knowledge of ABS Health, Safety, Quality & Environmental Management System.

Reporting Relationships:


Reports to a Manager level position.
