Job Description:

POSITION OVERVIEW

Reporting to the Senior Manager of Airfield Operations & Compliance, this position is responsible for managing daily operations of the airfield; and administers the allocation of resources, establishing policies and procedures, initiating programs, and managing personnel to ensure the continuity of operations; coordinates, monitors, and/or implements operational activities with key management representatives from the airlines, FAA, TSA, tenants, construction and other individuals within and outside the Authority

 

COMPENSATION: $85,000 and up based on experience.

 

POSITION ACCOUNTABILITIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

 Administrative:

·     Supervise the duty airfield operations activities and responsibilities.

·     Manage, support, and lead the airfield operations department to include performance management, professional development and general oversight.

·     Organize and direct the work of multiple staff in a complex operating environment.

·     Manage and motivate employees from diverse professional backgrounds, educational levels, specializations, and affiliations.

·     Collaborate with other Airport departments.

·     Speak before large and small groups within the Authority and in the community, to instruct subordinates in the performance of their duties, and to use a two-way radio effectively.

·     Develop a variety of aviation-related policies, procedures and to establish protocols for the same.

·     Participate in ongoing and continual cross-training within frontline teams to build camaraderie, identify areas of opportunity, and serve as a coach for other technicians.

·     Provide open communication and collaboration within the Authority, ITS department teams, the Service Desk Team in a team environment.

·     Deliver excellent customer service to all internal users while performing all job duties.

·     Provide backup and support to other ITS department teams as needed.

·     Support organizational change and the shared strategic vision.

·     Performs other related work and duties as assigned or required.

·     Exercise tact, self-restraint, judgment, and strategy in dealing with a variety of people, including appointed and elected public officials.

·     Perform other duties as assigned.

·     Attends airport safety-related meetings and seminars as necessary.

Part 139/Department Proficiencies:

·     Supervises and provides direction to Airfield Operations Managers and Airfield Operations Supervisors to ensure compliance with Part-139.

·     Delegates special job assignments to Airfield Operations Supervisors and Airfield Operations Managers on a case-by-case basis.

·     Review Airfield Operations Daily Self-Inspection records for accuracy and compliance. Rectify any issues identified with the appropriate individual.

REQUIRED QUALIFICATIONS

·  A Bachelor's degree in aviation or a related field and 5 years of airport operations experience, preferably from a commercial airport. Part 139 experience from a small, medium, or large hub airport as listed in the Federal Aviation Administration guide.

·      AAAE C.M. and/or ACE Operations credential - Required at time of hire.

·      Valid Driver's License

·      Obtain and maintain position-appropriate NIMS & emergency management training.

·      Maintain Ramp and Movement Area (MAT) driving privileges.

REQUIRED FOR ALL HCAA JOBS

·     In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

·     Complies with all HCAA Policies, Procedures, and Standards.

·     Performs other duties as assigned.

 

 JOB SPECIFIC COMPETENCIES

·     Ability to perform independently and make critical decisions under stressful/demanding situations.

·     Ability to analyze situations quickly and objectively and determine a proper course of action to be taken in emergency/urgent situations.

·     Listens and communicates effectively.

·     Communicate effectively, both verbally and in writing, to customers, peers, and management.

·     Ability to write grammatically correct reports, memoranda, directives, and letters to inform tenants, staff and others of airside policies and procedures.

·     Organize time, personnel, and equipment to achieve objectives.

·     Ability to plan and coordinate multiple activities occurring simultaneously.

·     Ability to use a computer and related software.

·     Considerable knowledge of policies and procedures of the Department of Operations.

·     Considerable knowledge of Federal, State, and Aviation Authority rules and regulations governing use and operation of airports.

·     Ability to use firearms in accordance with the airports' Wildlife Hazard Management Plan.

·     Must be able to lift and/or move up to 50-75 pounds.

·     Must be willing to work in inclement weather conditions; and ability and able to work odd hours/shifts, holidays weekends, and be recalled during emergencies.
