Job Summary


The Director of Business Operations for Seamless Alignment and Integrated Learning Support (SAILS) is a key member of the SAILS leadership team and provides direct guidance on programmatic strategy, financial administration, public relations, marketing, and policy matters. This position is directly responsible for the fiscal management of the department ensuring compliance with regulations, policies, and procedures as specified for the program. In addition, this position will oversee personnel training and development, as well as external communications, marketing, staff development, and advocating for college acceptance of the SAILS program on behalf of students. This position reports to the SAILS Program Director. The Director of Business Operations is second in command to the SAILS Program Director and oversees staff and all programmatic operations in the absence of SPD.



Job Duties



  • 25% - FISCAL MANAGEMENT -Responsible for managing multiple budgets within the program and securing annual contracts. * Develops annual budgets and proposals for the program. * Performs budget projections based on historical analysis and data. * Responsible for all statewide purchasing functions, including obtaining quotes/bidding, approving requisitions, and utilizing Banner Finance for budget reconciliation. * Approves expenditures and monitors business systems and issues to improve overall operations. * Maintains and processes budget system data appropriately. * Collects and reports fiscal information accurately. * Information, reports, statistical data, or other documents are prepared and assembled in a timely manner. * Secures all annual external/vendor contracts. * Regularly reports to the Associate Vice Chancellor on the fiscal health of the program. - (Essential)

  • 15% - PERSONNEL TRAINING & DEVELOPMENT- Manages hiring, onboarding, training, and other administrative processes related to personnel development. * Manages staff onboarding for the department, including selecting and coordinating online/in-person training opportunities; creates customized content when needed; manages training checklists; provides expertise for hiring managers. * Aids in the selection and hiring of personnel. * Establishes onboarding training/schedules for new personnel and personally oversees their experience. * Coordinates and facilitates real-time training sessions for personnel throughout the year. * Coordinates the organization and rotation of specialized training and events with outside groups. * Serves as lead director of semi-annual statewide staff professional development events; plans, develops, and coordinates logistics; presents on various subjects at PD events when needed. - (Essential)

  • 15% - PUBLIC RELATIONS AND MARKETING- Oversees external communications to all statewide partners regarding program status and development through print and online marketing venues. * Creates and implements strategic marketing recommendations. * Manages the program website in coordination with the marketing team. Creates and submits content changes. * Creates quarterly statewide newsletters/email campaigns for external partners * Facilitates the creation of videos and other communication materials for the department program, including flyers, brochures, posters, postcards, etc. * Obtains vendors and manages contracts for marketing projects. - (Essential)

  • 15% - STRATEGY & COMPLIANCE -Provides direct guidance on program strategy, financial, and administrative matters. Ensures compliance with regulations, policies, and procedures as specified for the program under TBR. * Provides leadership for program improvement and makes strategic decisions in partnership with SAILS Program Director. * Analyzes program reviews and makes recommendations. * Develops and monitors internal procedures to ensure regulations established by TBR are followed appropriately. * Establishes relationships with other departments to ensure transparency and compliance within the institution that the program operates. * Provides communication, guidance, and training to the department staff in relation to regulations, policies, and procedures. - (Essential)

  • 25% - POST-SECONDARY RELATIONS- Leads the college acceptance efforts for students attending public, private, and out-of-state institutions not currently partnering with SAILS. * Acts as the key point of contact for post-secondary partners. * Advocates for students to receive acceptance of the SAILS credential at their enrolled institution. * Communicates with college faculty and higher-level college administration on behalf of the program and students. * Represents the SAILS program and shares information pertaining to curriculum, programming, and processes with intentionality and focus on successful outcomes for students. * Promotes collaboration, partnership, and relationships among participants and stakeholders. * Maintains internal communication tracking spreadsheets related to these efforts. * Updates college acceptance lists on the website as needed. - (Essential)

Minimum Qualifications


Bachelor's Degree
5+ years' experience in education, business, communications, or related field
Experience working in K-12 or higher education



Preferred Qualifications


Master's Degree
Experience working in the SAILS program
Experience with Banner Finance
Experience with MailChimp or other email campaign software
Experience with Canva or other publishing software



Knowledge, Skills, and Abilities


Knowledge of assigned subject area's basic concepts and online learning software; secondary and higher educational structures.


Skills: Strong oral and written communication; Proficient with Apple/PC platforms; Proficient with office software/technology such as Microsoft Office Suite, Google Drive and Adobe Professional; computer skills (word processing, spreadsheets, data entry); supervision and office management skills; interpersonal skills consistent with establishing and maintaining effective working relationships; strong communication, teaching, and training skills.


Ability to: present information clearly and concisely; maintain confidentiality; work effectively on a team; work independently, take initiative, identify and solve problems; work with a diverse population; manage a large team using multiple communications and technology platforms.
