Job Description:

The Nebraska State Patrol Crime Laboratory (NSPCL) is developing a list of qualified candidates to fill the Forensic Laboratory Supervisor/Technical Leader position in their Toxicology Section.
The NSPCL is an ISO 17025 internationally accredited laboratory located in Lincoln, Nebraska providing services to law enforcement agencies throughout the state. The Toxicology section of the laboratory currently provides urine toxicology testing with plans to expand to blood analysis within the coming years.

The person filling this role will be responsible for all technical aspects of the toxicology section and the supervision of the Forensic Scientist(s) assigned to the section. Duties include but are not limited to:
•Evaluating, authoring, and maintaining section standard operating and analytical procedures.
•Method development and validation as needed.
•Coordinating and directing the operations of, and staff assigned to, the toxicology section.
•Acting as a part of the chemistry unit management team, working closely with the other supervisors and manager to support the mission of the laboratory and the Nebraska State Patrol.
•Providing input to laboratory management regarding staffing and budget needs for the section.
•Performing instrument maintenance as needed.
•Performing analysis of body fluids for the presence of drugs and drug metabolites, including the issuance of reports of results.
•Performing technical review of the analytical work done by scientists assigned to the toxicology section.
•Conferring with allied law enforcement agencies and state and federal prosecutors regarding analysis provided by the toxicology section.
•Providing testimony regarding toxicological analyses in city, county, tribal, and federal courts in the state of Nebraska.

Requirements/ Qualifications:

Minimum Qualifications:

Five years of experience working in a relevant specific discipline in a nationally accredited forensic laboratory or equivalent. Possession of a laboratory Work Authorization in at least one forensic analysis type. Successful completion of at least four proficiency tests; experience providing testimony in a court setting as a forensic expert in a relevant discipline AND Bachelor's degree in the fields of physical science, natural science, forensic science, criminalistics, or other relevant fields where specific scientific coursework in job-related specialties have been completed.

Preferred Qualifications:

  • Experience with ISO17025 and associated supplemental forensic requirements.

  • Experience with developing and maintaining uncertainty of measurement budgets.

  • Experience providing court testimony relevant to toxicological analyses.

  • Experience using a Laboratory Information Management System (LIMS) for inventory and report writing.

  • Applicants will be screened for a record of criminal activity and criminal history using a fingerprint-based check, and before a final offer of employment is made.

  • Applicants must be free of felony convictions, and cannot maintain continuous association or dealings with persons, groups, or organizations whom they know, or should know, are persons or groups or organizations under criminal investigation or indictment or who have a reputation for present involvement in felonious or criminal behavior. Selection process will include an interview.

Knowledge of:

  • The principles of chemistry, biochemistry, toxicology, and/or other areas of science related to work assigned.

  • The principles of immunoassay

  • The principles of chromatography and mass spectrometry

Skill in:

  • General laboratory activities including but not limited to:

    • Proper pipetting

    • Proper chemical handling and safety

    • Contamination mitigation

  • Following laboratory procedures and thoroughly document the results of analyses.

Ability to:

  • Learn and apply the relevant information from Nebraska Revised Statues and Nebraska Regulation Title 177, Chapter 7, to the procedures and testing done at the NSPCL Crime Laboratory

  • Communicate clearly with allied agencies regarding the testing done in the NSPCL Toxicology section.

  • Provide testimony regarding toxicology analysis.

  • Author clear and complete laboratory testing procedures.

  • Accurately assess the resource and instrument needs of a crime laboratory analytical section.
