?This position provides administrative and technical support and training necessary to create and maintain a safe work environment, focusing on occupational safety and health administration (OSHA) and general employee safety. The safety specialist will be expected to respond to all accidents when available. He/she will work as directed by the Health and Safety Supervisor within departmental policies and procedures.


Responsibilities:

?Provide technical input and coordinate the development, implementation, planning and on-going maintenance associated with the company's safety management and training program for all employees. Serve as Smith System driver training leader, and participate in training of both company instructors and employees. (20%) Lead efforts on safety improvement plan. Provide guidance and support during plant outages and shutdown periods. (20%)

Provide technical input on OSHA safety regulations to engineering, field operations and other departments by interpreting rules, codes, and standards. Participate in the development and revision of company operating procedures and/or engineering standards to ensure compliance with occupational safety regulations. (10%)

Conduct on-site safety inspections/audits of contractors during construction projects. Prepare project safety awareness orientation materials as appropriate. Conduct contractor indoctrinations. Conduct the new hire required safety training. Utilize instruments to calculate and verify air velocity in confined space work. (10%)

Participate in the analysis and investigation of personal injury and automotive accidents, property damage and loss and recommends preventative measures. Participate on the company emergency response management team during any pipeline emergency. Transport employees to medical facilities when necessary. (10%)

Perform monthly inspections on SCBA¿s, first aid cabinets, fire systems, etc. Coordinate annual and semiannual Halon, deluge systems and fire extinguisher services (10%) Conduct safety audits to determine employee compliance with safety policies and procedures. Retain instructor status for First Aid and CPR and conduct annual First Aid and CPR classes. (10%)

Research and approve protective equipment and oversee compliance with OSHA hearing conservation program and coordinate hearing tests. Order and maintain inventory of safety and training materials and supplies. (10%)

Perform any additional responsibilities as assigned or requested.


Qualifications:

?A bachelor's degree in safety management, industrial hygiene or related field or equivalent work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)

Five years (as a guideline) of experience developing and implementing occupational safety and health programs. Working knowledge of federal OSHA and state safety regulations and understanding of the compliance requirements prescribed in the regulations and ability to apply this knowledge to Kern River.

Ability to prepare clear, concise and complete written reports. Ability to function independently. Broad knowledge of company functions (regulatory, financial, marketing, operations, gas control, etc.)

Effective analytical, problem-solving and decision-making skills with ability to recognize, analyze and recommend alternative solutions to problems and issues.

Proficient computer skills with various software applications (Microsoft Excel, Word, Outlook, and PowerPoint preferred) and aptitude necessary to operate software related to work requirements.

Effective oral and written communication, presentation and interpersonal skills. Ability to prioritize and handle multiple tasks and projects concurrently.

Valid driver's license with ability to travel to remote locations, including availability to respond immediately for crisis support activities.
