Description:

The Postal Affairs Specialist is responsible for the relationship with USPS, developing our global cost saving, and understanding critical promotional and postal changes for SeaChange and customers.


The Postal Affairs Specialist is responsible for developing process improvements by creating process outlines, standards, and steps in relation to postal procedures that comply with USPS regulations. A key procedural and best practice developer in the postal space regarding USPS compliance, code, and regulations, the Postal Affairs Specialist is responsible for developing comprehensive training materials and delivering trainings for internal staff as a subject matter expert.

Requirements:

Essential Job Functions, Duties, and Responsibilities

  • Liaison between USPS and SeaChange regarding mail piece design and mailing requirements. Actively updates SeaChange with critical USPS changes and regulations and compliance updates.
  • Provide postage estimates, drop ship, commingling, and mailing-freight plan recommendations to key stakeholders.
  • Develop mail plan and partner with key stakeholders on updates, progress, and postage cost estimates.
  • Provide cost saving mail plans for leadership team and key stakeholders to determine postage rates, commingling, and mail-freight.
  • Primary contact for all mail-piece design and postal questions. Assist Pre-Media and Data Services with setup of art and data.
  • Develop and train mail piece design, postal regulations, and promotions for pre-production and external clients as assigned.
  • Develop global cost saving strategies regarding postal rates, commingling, and mailing-freight.
  • Serve as the subject matter expert and stay up to date with USPS regulations and promotions.
  • Develop and implement pre-production mail entry processes. Train internal staff on key processes and USPS mailing regulations and steps. Maintain internal knowledge and develop cross-functional guides, manuals, best practices, and training to enhance the internal knowledge regarding USPS mail regulations.
  • Monitoring USPS Scorecard and assure postal obligation compliance. Communicate decreases on the scorecard with key stakeholders.
  • Reviewer of production proofs and final postal approval.
  • Research, monitor, and share regular postal updates (e.g., rate increases, promotions, service outages, and regulation changes)
  • Primary backup to Mail Production Coordinator.
  • Other duties as assigned.


Required Skills and Qualifications

  • Capable of performing the essential functions of the job, with or without reasonable accommodations.
  • Strong communication and presentation skills.
  • Aptitude to work independently with excellent time management skills.


Education and Experience

  • A bachelor's degree in communications or related field or a High School diploma/GED along with the equivalent industry related experience and/or a minimum of two years in a similar role.
  • 3 or more years of USPS postal regulations and sort categories knowledge required.
  • 3 or more years of print and mailing industry knowledge.
  • Proven experience leading complex mailing projects, including mail list data processing and variable letter setup software or similar products (e.g., Satori, BCC, SAP, Quadient (GMC) Inspire, XMPie, MindFire, FreeFlow Core, Windowbook, Monticello and PostalOne!).
  • Fluent in English, verbal, and written.
  • Proficiency in Microsoft Office Suite.
