Description:

ATA Services is seeking to hire an experienced Program Specialist to work on a temporary assignment with the City of Albuquerque - Language Access at APD.

  • $18.76 per hour with weekly pay
  • Start Date: ASAP
  • Location: Downtown ABQ
  • Pre employment requirement: Must pass criminal background check and drug test.

POSITION SUMMARY:

Supervise, assign, review and participate in the work of staff responsible for providing a variety of community and social services including contract administration or grant development, public education or intervention programs; establish schedules and methods for providing program services; ensure work quality and adherence to established policies and procedures and perform the more technical and complex tasks relative to assigned area of responsibility.

ESSENTIAL AND SUPPLEMENTAL FUNCTIONS:

  • Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for providing a variety of community and social services including contract administration or grant development, public education, affordable housing development, individual development, mentoring services or intervention/prevention programs.
  • Establish schedules and methods for providing program services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
  • Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.
  • Participate in the performance of the more technical and complex tasks of the work unit including contract administration and negotiation.
  • Participate in the coordination of the development of contracts and agreements between social service providers and the assigned section of responsibility; participate in the development of contracts in accordance with the enforce adherence to City, State and Federal requirements.
  • Participate in the design and development of mentoring or intervention/prevention programs.
  • Enhance collaboration and coordination among community groups and organizations.
  • Participate in the design and development activities that provide for city-funded behavioral health and social services including substance abuse, mental health, gang prevention, domestic violence and sexual assault.
  • Participate and provide input in the preparation and administration of assigned program budget; submit budget recommendations; monitor expenditures.
  • Prepare analytical and statistical reports on operations and activities.
  • Participate in the selection of assigned program staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • May be required to participate in responding to requests for information and documentation necessary for the obtainment of grants and other monetary funding of department programs.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of community and social service programs.
  • Perform related duties and responsibilities as required.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Bachelor's degree in public administration, business administration, social services or a related field, plus three (3) years of experience in any of the following areas: community, social or human service program planning, contract compliance or related experience to include one (1) year direct supervisory or technical lead experience in an administrative capacity.

PREFERRED KNOWLEDGE:

  • Candidates who are bilingual and/or have lived experience with language, communication, or cultural barriers to apply.

  • Operations, services and activities of assigned community, social or human services program
  • Principles and practices of social services
  • Principles and practices of social services and the Older Americans Act
  • Principles of supervision, training and performance evaluation
  • Modern and complex principles and practices of grant administration
  • Basic principles of contract administration
  • Principles of gang prevention.
  • Pertinent Federal, State, and local laws, codes and regulations
  • Affordable Housing Development
  • Supervise, organize, and review the work of lower level staff
