SCOPE OF ROLE


The Chief Behavioral Health Officer (CBHO) serves on the Chief Clinical Officer’s (CCO) leadership team, and is responsible for the direction, administration, coordination and integration of systems, activities and initiatives that drive the achievement of quality outcomes for patients and their families whose lives are affected by mental health and substance use disorders.  The CBHO is strategically astute and experienced at executing innovative strategies to optimize operational efficiencies while developing and nurturing productive partnerships with a broad stakeholder base. Providing direct oversight of behavioral health program development, the CBHO ensures effective services are administered and provided to Signature Health’s entire patient population with a strong focus on quality, efficiency, and superior patient experience. The CBHO balances strategic and operational demands to achieve clinical, administrative, and financial performance goals, identifying and securing alternate funding streams to support innovative program initiatives when necessary. 


HOW YOU’LL SUCCEED:



  • In conjunction with the CCO and clinical leadership team, the CBHO participates in promoting the mission, vision and values of the organization, including high quality, patient-centered heath care.

  • Achieves excellent clinical outcomes, patient experience, and financial performance among primary behavioral health service lines, including ambulatory, geriatric, school-based, residential, and community-based services.

  • Oversees specialty behavioral health services, including but not limited to behaviorally based substance use disorder treatment, child and adolescent services, forensic services, and other specialized programs, implementing new programs as community needs arise.

  • Builds, implements, and oversees the organization’s behavioral health and addiction services systems, processes, workflows, and procedures while promoting maximum efficiency, patient experience, and quality outcomes.

  • Establishes, promotes, and supports evidence-based models of care for behavioral health clinicians, including measurement-informed care.

  • Integrates, coordinates, and aligns behavioral services across the continuum of care and other clinical service lines, promoting a team-based approach at all levels.

  • Maintains excellent relationships with external and internal stakeholders, fostering teamwork, inclusivity, and trust; Enhances Signature Health’s visibility through community involvement by participating in service and professional organizations.

  • Paces and drives organization development, including analysis and implementation of priorities, partnerships, and infrastructure needs using strategic approaches that align with organizational, programmatic, and operational needs.

  • Directs and supports the Behavioral Health leadership team to sustain clinical excellence and adaptation to continuous change by setting clear performance expectations; holding team members accountable; providing appropriate feedback, coaching, and training; preparing timely performance/introductory evaluations; and, if necessary, handling disciplinary actions.

  • In collaboration with the Department of Talent Acquisition, provides oversight for Behavioral Health provider recruitment and retention efforts.

  • In collaboration with the Business Intelligence and Finance Teams, assists staff and Behavioral Health leadership in performance measurement through the effective use of performance metrics and financial results.

  • In collaboration with the Department of Clinical Quality, leads and oversees quality improvement efforts for Behavioral Health Services and Providers, designing interventions and/or corrective action to facilitate achievement of defined quality metrics.

  • In collaboration with the Departments of Clinical Quality and Credentialing, leads and oversees peer review and assignment of clinical privileges for Behavioral Health providers.

  • In collaboration with the Department of Learning and Development and the Department of Training, providers consultation and oversight for new provider onboarding as well as ongoing support for professional development.

  • In collaboration with the Clinical Informatics Team, provides consultation and support for clinical informatics projects involving Behavioral Health services.

  • Responsible for adherence of behavioral health services to regulatory standards, including but not limited to OMHAS, CARF, HRSA, and PCMH.

  • Provides executive oversight for the Disruptive Behavior Committee and serves as the executive responsible for addressing Client Rights concerns.

  • Based on projected enrollment rate, visits, and utilization, monitors the impact of growth on the organization’s existing space plan; propose, plan, and directs facility expansion and enhancement projects if required.

  • In conjunction with the CCO, Chief Medical Officer, and Chief Nursing Officer, works to enhance provider efficiency and, when necessary, assists in resolving clinic-related issues.

  • Develops and prepare short-term and long-range plans and budgets based upon broad organization goals and objectives; identifies and prepares strategic business plans for geographic growth opportunities and priorities.

  • Ensures that all activities and operations are performed in compliance with local, state, and federal regulations, laws, contracts and agreements.

  • Participate in miscellaneous duties that may be assigned.

  • Under the direction of the CCO, the CBHO will be accountable for making all necessary decisions and overseeing the establishment and implementation of the organization’s operational efforts that effectively communicate and support the company's mission and strategic vision.


KNOWLEDGE & EXPERIENCE:



  • Master's degree in Behavioral Health or relevant field; or the equivalent combination of education and/or experience in directing a behavioral health program or a related field required.

  • 10+ years of progressive behavioral health operations experience, including direct supervision of staff, in key functional areas required.

  • Clinical licensure as an independent behavioral health provider required.

  • Demonstrated experience in program and funding development including grants and contracts.

  • Ambulatory, public health and/or FQHC experience required.

  • Understanding of reporting environments, data configuration, business intelligence strategies and reporting strategic initiatives required.

  • Strong understanding of business functions and performance improvement in healthcare industry required.

  • Demonstrable competency in strategic planning and business development.

  • Strong interpersonal, verbal/written communication, business judgment, delegation and problem-solving skills. 

  • Ability to assess issues, challenges, and topics quickly with a proven record of accomplishment of getting up to speed and adding immediate value to new situations and initiatives.


WORKING CONDITIONS:



  • Work is normally performed in a typical interior/office/clinical work environment.

  • While hours of operation are generally standard, flexibility to work evenings and extended hours may be required.

  • Requires periods of sitting, standing, telephone, and computer work.  

  • Hearing: adequate to hear clients or patients in person, over the telephone or through telehealth technology.

  • Speaking: adequate to speak to clients or patients in person, over the telephone or through telehealth technology.

  • Vision: Visual acuity adequate to perform job duties, including reading information from printed sources and computer screens.

  • Physical effort required: occasional lifting and carrying items weighing up to 15 pounds, unassisted.

  • Possible exposure to blood borne pathogens while performing job duties.

  • Frequent bending, reaching, and repetitive hand movements, standing, walking, squatting and sitting, with some lifting, pushing and pulling exerted regularly throughout a regular workday.

  • Sufficient dexterity to operate a PC and other office equipment.
