Job Description

The DirectorOperations (Charleston, South Carolina) provides services and resources to engineering and programs as needed to support the South Carolina Ground Combat Vehicle Assembly and Integration Center of Excellence for new product development, prototype assembly and new product qualifications, as required, with a primary focus on heavy medium and heavy combat vehicle systems. This position will require experience participating on and running a ground combat vehicle manufacturing line.  While facility is being developed the operations director will provide onsite leadership as interim site and facility lead until additional staff in onboarded to assume those responsibilities.

Summary of Responsibilities:

  • Plan, establish and provide resources to ready the South Carolina operations to receive product lines as needed to meet product deliveries and accomplish business plans and objectives.
  • Plan, establish and provide services and resources to engineering and programs as needed to support new product development and introduction, prototypes assembly and new product qualifications.
  • Recruit and retain staff at the appropriate time with necessary expertise and experience.
  • Provide professional training to staff as required.
  • Stay current in the state-of-art in lean manufacturing and production technologies.
  • Create and maintain the organization, processes and infrastructure needed to meet performance objectives.

Detailed Responsibilities:

Operations/Business Unit Interface:

  • Responsible for coordination and management of Production control accounts that include supply chain, quality, operations, etc. for assigned programs
  • Be the lead and primary interface between Operations and assigned programs, Development Engineering, and Business Units
  • Ensure that our New Product Introduction (NPI) process is appropriately tailored / executed and that NPI elements are included within proposals, BOEs (basis of estimates), program plans, Integrated Master Schedule (IMS), engineering development plans, supporting manufacturing, and subcontract management plans; report on NPI execution with respect to plans.
  • Create and maintain achievable Operations program plans, schedules and Manufacturing Plans encompassing supply chain and internal manufacturing
  • Review Sales Orders, accept, execute and measure Operations performance to orders
  • Support supply chain to ensure procurement plans are executable, make/buy decisions are documented
  • Ensure that effective communication occurs with customer or customer representatives related to status, issues etc. Assist with negotiation of issues and ensure that customers are satisfied and positive relations are maintained.
  • Evaluate and establish personnel utilization, controlling direct and indirect labor costs, and monitoring utilization of plant facilities and purchased items to maintain costs within established budgets.

Interim Site Lead:

  • Own every aspect of the Operations Annual Operating Plan (AOP) contribution and performance for assigned programs at the site.
  • Interview and select subordinate staff.  Define training and development requirements and ensure the appropriate training of personnel.  
  • Plan, coordinate and manage cost effective production strategies for multiple manufacturing operations to meet production cost targets, schedules and quality control standards.
  • Provide Operations strategic direction to program team driving cost and schedule reduction activities needed to win proposals.  
  • Creates, documents and gains approvals/alignment of capacity assessments/plans
  • Improve overall productivity and cost competitiveness
  • Make production commitments to Customers, Program Managers and Upper management
  • Set priorities for problem solving and continuous improvement using the tools of Lean
  • Drive speed, efficiency and continuous improvement into all Operations activities
  • Benchmark factories against industry best practices.  Justify and gain approval for investments (i.e. capital expenditures) needed to achieve a state-of-the-art manufacturing facility

 Interim Facility Lead:

  • Ensure compliance with appropriate regulatory requirements.
  • Manage Environmental Health and Safety (EH&S) responsibilities required for the site
  • Manage permitting, reporting, assessments
  • Collaborate with tenants to understand needs and transform concepts into realistic, detailed facility plans
  • Consult with Company management on long range facilities planning.  Provide all pertinent information as necessary for estimates of proposed facilities additions or changes.
  • Develop and maintain a comprehensive program for emergency response, crisis management, emergency preparedness, disaster recovery, and business continuity.  Maintain liaison with local law and emergency agencies for optimum response and recovery.
  • Ensure ongoing and proper training of employees to maintain culture of continuous measurable improvement and implementation of best practices.
  • Ensure a safe and productive environment for all employees and visitors
  • Manage and direct the design, specification, and coordination of all new facility construction, alteration, and renovation.

  • Set operations functional performance standards and operations measurements in accordance with company policy, annual objectives and goals.

Qualifications

Minimum Qualifications:

Master - Preferred (10+ years of production management experience may substitute)     

Bachelor - Required

Knowledge, Skills, Abilities Required:

  • This position requires ground combat or heavy armored vehicle experience or have worked with armament systems.

  • Willingness to work from/relocate to Charleston, South Carolina within the next 1-2 years is required.
  • Demonstrated experience managing programs through the product life cycle (pursuit through support and closure).
  • Demonstrated capability of managing cross functional teams with competing priorities (manufacturing, supply chain, engineering, etc.).
  • Capable of creating and maintaining constructive customer relationships.
  • Ability to manage disciplined internal processes by knowledge of industry standard tools and holding others accountable for the following:
  1. Earned value management
  2. Phase gate process
  3. Program Planning
  4. Risk Management
  5. Requirements Management
  6. MRP/ERP
  • Working knowledge and understanding of financial data such as P&L statements, ROI analysis, and cash flow.
  • Knowledge of relevant type of contracts for the Business Unit supported, e.g. fixed price, cost plus, time and materials, performance-based logistics, contract logistics support, master repair agreement.
  • Exposure and working knowledge in negotiation, collaborative problem solving, conflict management, meeting facilitation skills, and applying tact and diplomacy with internal/external customers and foreign personnel.
  • Understanding of program documentation, requirements, expectations, and deliverables, i.e., the RFP, proposal, contract, SOW, assumptions, constraints, CDRLs, etc.
  • Ability to manage exempt and non-exempt personnel
  • Ability to effectively resolve operations and manufacturing problems within existing budgets
  • Ability to effectively work with all management levels in the company
  • Experience in Defense Manufacturing and working with USG Customers
  • Working knowledge of Import/Export requirements and compliance
  • Experience with large welded structures and managing large complex production operations
  • Comfortable travelling internationally to support transition of production and technology from overseas to domestic production
  • Knowledge, Skills, Abilities Desired:
  • Strong experience in the applicable technical area or product line.
  • Moderate understanding of industry trends and our customers and competitors strategies, strengths and weaknesses.
  • Working knowledge of the defense acquisition process and an understanding of Defense Acquisition Regulations (DFARS).
  • Demonstrated experience working in manufacturing, supply chain, engineering, quality or program management
