Job Description:

This position oversees the Nebraska Veterans Aid Fund, NDVA is statutorily required to administer the Nebraska Veterans Aid (NVA) Fund pursuant to N.R.S. § 80-401 & 80-403 (1) All money disbursed through the Director of Veterans' Affairs shall be expended by him or her in furnishing food, shelter, fuel, transportation, wearing apparel, or medical or surgical aid or in assisting with the funeral expenses of discharged veterans. As such, this program serves veterans and dependents experiencing an immediate financial hardship and is classified as an Emergency Aid Fund. Administration of this program relies on an urgency of processing and often prevents homelessness, hunger, utilities being shut off as well as improving quality of life. The program receives approximately 500 applications and distributes an average $1 million dollars per year to eligible veterans and their dependents.



Requirements/ Qualifications:




Minimum Qualifications: At least one year of post high school coursework or experience in: administration, office management, accounting, finance, planning, policy analysis and implementation, administrative/management analysis, operations research, program evaluation, research, or similar fields or in a field related to the programs or functions of the employing agency.



Preferred Qualifications: Veteran as defined by Nebraska Revised State Statute §80-410.01.


Knowledge of: Federal and State laws and regulations governing work assigned; office management and record keeping methods and practices; administrative report preparation practices; research and administrative survey techniques; work planning and organizing; business computer and communication systems.


Ability to: Interact with immediate supervisor and senior managers, employees, and the public to gain their cooperation and to establish work relationships; formulate and recommend modifications to operational directives to attain agency goals; apply management practices, techniques, and methodologies to assigned activities; collect, assemble, and analyze facts and draw conclusions to recommend solutions to problems; identify and interpret program-administrative requirements, policies, and regulations to provide guidance and advice; organize and present facts and opinions to managers and groups; learn the structure, functions, goals, and policies of the employing agency.
