The Chief Information Officer, working with executive and senior management, is responsible for providing strategic leadership and operational direction for the Alliance information technology department, including leading the formation and refinement of the information technology strategic plan, ensuring alignment with the overall Alliance Strategic Plan and priorities, leading a diverse team of technology professionals, and engaging various clinical and operational stakeholders throughout the organization, resulting in a growing confidence in technology utilization and engagement.
This position will allow the successful candidate to work primarily remote. While there is no expectation to be in the office routinely, the selected candidate should reside in North Carolina and be available to attend in-person executive leadership meetings, held each Wednesday at the Alliance Home Office in Morrisville, North Carolina.
Responsibilities & Duties
Oversee IT Operations
Oversees the IT system design and development, contracting, budgeting, procurement and implementation of all enterprise information system
Support and manage IT Vendor and contract relationships for all enterprise IT technology solutions
Support the planning, organization, and implementation of the Alliance infrastructure and security for all corporate locations. This includes the location/relocation of Alliance systems, network, and other infrastructure to new or existing facilities, when required
Participate, plan, organize, and implement Alliance’s strategic direction for operating within the BH IDD Tailored Plan and Medicaid Direct contracts and for future Medicaid Transformation
Lead the organization in planning and implementing enterprise information systems supporting both distributed and centralized administrative, clinical and business operations
Initiate and maintain innovative, effective and cost beneficial enterprise IT operations and solutions
Provide strategic and tactical planning, development, evaluation, and coordination of the information and technology systems for Alliance’s provider network, as appropriate or as required
Facilitate communication between the IT department, management, staff, providers, the Department of Health and Human Services (DHHS), vendors, and other technology resources internal and external to the organization
Oversee computer operations for all technological and management information systems, including local and wide area networks, wireless networks, data and disaster recovery centers system and network security, backup systems and procedures and all mission critical software and communication applications
In collaboration with Alliance business units,responsible for the selection and management of information and communications systems and projects, including voice, data, and office automation
Design, implement, evaluate, and procure IT systems that support endusers in the productive use of computer hardware and software to fulfill financial, clinical and all other business support functions
Manage IT Budget and Contracts
Approve, coordinate and control all projects related to selection, acquisition, development and installation of enterprise information systems for Alliance
Provide insight to other departments on the evaluation, selection, contracting, implementation, maintenance and support agreements for all information and IT systems, ensuring appropriate financial investment in strategic and operational systems for the organization
Participate in system evaluations to develop the business scope, requirements and success factors to identify and measure the successful implementation of IT systems or solutions
Review and provide oversight for all hardware and software acquisition and maintenance contracts
Develop and maintain corporate policies and standards aimed at maximizing effectiveness and minimizing costs related to the acquisition, implementation and operation of all IT hardware and software systems
Assist Finance in developing master purchase or lease agreements for hardware, software, maintenance, support and telecommunication services
Develop, monitor and manage the approved annual operating and capital budgets for all information and technology systems purchased and contracted for use throughout the organization
Maintain vendor relationships with IT suppliers to keep abreast of current technology solutions, equipment, prices and terms of agreement to minimize the investment required to meet established service levels
Evaluate hardware and software alternatives, perform appropriate cost benefit analysis, and recommend solutions that maximize effectiveness and minimize costs commensurate with acceptable risks
Manage the Alliance relationship with vendors for sales, service and support of all information systems and technology
Serve as the primary contact for all IT related software, hardware and network-related vendors, consultants, and partners along with the appropriate IT management staff
Oversee Planning, Policy Development, Systems Administration, and Reporting
Responsible for the technology vision and annual planning process that will evaluate existing technology, information systems, disaster recovery and failover, and staffing requirements
Research new solutions and technologies and recommend purchases, upgrades and changes to meet the changing business requirements
Responsible for planning, development, evaluation, coordination and management of the information and technology systems for Alliance, including telephony, data networks, wireless networks, servers, cloud system hosting, mission critical application systems, databases, reporting tools, and office automation
Oversee the development and enforcement of security policies and procedures to ensure the integrity, security, privacy and protection of Alliance’s IT and information assets entrusted to or maintained by Alliance
Oversee the connectivity and security requirements between external technology systems and Alliance’s IT resources; including systems for electronic data exchange such as VPN’s, secure file transfers, WEB based secure servers, hosted solutions, etc.
Participate in the review of business requirements and the recommendation for enhancements and system changes to internally and vendor developed software applications based on the analysis of the business impact to the organization
Provide a systematic way to gather and analyze new and changing business requirements and develop effective solutions to satisfy the business needs
Oversee System Administration and reporting
Promote and oversee relationships between Alliance’s network, IT resources, and external entities
Ensure all information systems and networks operate according to internal standards, and external accrediting agency standards, including NCQA, HIPAA, NIST 800-53 and other regulatory and legal requirements
Oversee the development and maintenance of the systems architecture, support industry standards and protocols for data exchange, communications, software and interconnectivity between health care information systems and networks
Oversee the coordination, management, support and the development of the Enterprise Data Warehouse and the enterprise reporting tool needed to provide data analysis capabilities for Alliance. Ensure that the gathering, processing, distribution and use of pertinent information required to make management decisions occurs in a timely, accurate and cost effective manner
Ensure that the enterprise data systems continue to evolve to meet business needs and are capable of provisioning all patient data and statistics as required by Federal, state and local agencies
Oversee the development, training and support the data analytics, the advanced analytics and the data science teams to meet all enterprise data, population health and advanced reporting requirements for the organization
Ensure the development, maintainance, and enforcement of operational IT continuity through annual review, periodic testing and documentation of the disaster recovery plans and systems to allow for business continuity in the event of power failure, weather related interruptions or other potential catastrophic events
Oversee the development, maintenance, and communication of system documentation, policies, and procedures
Training
Oversee the development and maintenance of user documentation, including complete user manuals, FAQs and help files, as appropriate to support end user and training needs
Ensures regular communications that inform Alliance employees of IT plans, policies and technology changes that affect the day to day utilization of the networks and systems availability
Oversee the development, implementation and maintenance of comprehensive user training programs and documentation for new applications and existing systems
Ensure support for new user training and advanced training for existing users, as appropriate, to allow Alliance to advance internal strategic goals and initiatives
Oversee the creation of documentation and on-line help facilities to support training and end user requirements on an as needed basis
Manage and Develop Staff
Work with Human Resources to attract, maintain, and retain a highly qualified and well-trained workforce
Ensure staff are well trained in and comply with all organization and department policies, procedures, and business processes
Ensure the Division has the needed tools and resources to achieve organizational goals and to support employees and ensure compliance with licensure, regulatory, and accreditation requirements

Minimum Requirements
Education & Experience
Required:
Bachelors Degree in Computer Science, Business Administration or a related business or health related field and Ten (10 ) years experience with increasing responsibilities in managing and supporting information technology related operations in a healthcare setting, including direct management of a major IT operation.
Preferred:
A Master’s degree in Computer Science, Healthcare related Administration, Public Health, Business Administration, or related field is highly desirable.
Significant experience in a health care or medical setting is desirable, specifically in technology and information systems planning to support business goals. Experience should also include exposure to both shared and outsourced solutions, as well as support of in-house information and communication systems in a multi-site client-server environment. Specific experience with practice management, financial management and clinical management information systems is a plus. Experience with the following is preferred:
• Cloud computing, server, desktop, notebook, and handheld, technology hardware.
• Local and wide area network design, implementation, and operation.
• Operating systems such as Windows, UNIX, and Linux.
• Various Enterprise class Software solutions across a distributed user environment.
• Various office productivity and reporting software programs such as Business Intelligence, SQL databases, spreadsheet programs, and communications software.
• Various computer and network peripherals and appliances such as intrusion prevention systems, SIEM, disk-to-disk-to-tape back-up systems, SAN’s, NAS, etc.
• Business processes and their interrelationship gained through five (5) or more years of related experience.
• Analyzing and resolving complex issues, both logical and interpersonal.

Salary Range
$219,900.00 to $366,500.00/Annually
Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.
