ESSENTIAL FUNCTIONS: This technician independently plans and accomplishes complete projects or studies of broad scope and complexity or serves as an expert in a narrow aspect of a particular field of engineering, e.g., environmental factors affecting electronic engineering. Complexity of assignments typically requires considerable creativity and judgment to devise approaches to accomplish work, resolve design and operational problems, and make decisions in situations where standard engineering methods, procedures, and techniques may not be applicable. Supervisor or professional engineer provides advice on unusual or controversial problems or policy matters. Completed work is reviewed for compliance with overall project objectives. This worker may supervise or train and be assisted by lower-level technicians, and performs, one or a combination of the following:

  • Prepares designs and specifications for various complex equipment or systems (e.g., a heating system in an office building, or new electronic components such as solid-state devices for instrumentation equipment).
  • Plans approach to solve design problems; conceives and recommends new design techniques; resolves design problems with contract personnel and assures compatibility of design with other parts of the system.
  • Designs and coordinates test set-ups and experiments to prove or disprove the feasibility of preliminary design; uses untried and untested measurement techniques; and improves the performance of the equipment. May advise equipment users on redesign to solve unique operational deficiencies.

Plans approach and conducts various experiments to develop equipment or systems characterized by (a) difficult performance requirements because of conflicting attributes such as versatility, size, and ease of operation; or (b) unusual combination of techniques or components. Arranges for fabrication of pilot models and determines test procedures and design of special test equipment.

GENERAL DUTIES: Testing and specification coordination for Spectrum systems in support of government acquisitions of range equipment. Performing non-routine and complex assignments involving responsibility for planning and conducting a complete project of relatively limited scope or a portion of a larger and more diverse project, selecting and adapting plans, techniques, designs, or layouts, coordinating the work, providing cost and schedule estimates, analyzing new equipment for integration into the existing Spectrum Monitoring system. Designing, developing, and constructing unique units, devices, or equipment; conducts tests or experiments; analyzing results and coordinating modifications for performance improvement with equipment vendors. Developing designs for equipment without critical performance requirements that are difficult to satisfy such as test equipment, research instruments, or special purpose circuitry. Analyzing technical data to determine applicability to design problems; identifying differences and making recommendations regarding possible design layouts; calculating design data; and preparing system level drawing layouts, preparing sub-system specification recommendations, parts lists, estimates, preparing sub-system specification recommendations, parts lists, estimates, preparing sub-system specification recommendations, parts lists, estimates, procedures. Planning, assisting in tests to evaluate equipment performance. Recommending equipment modification and test procedures; conducting tests using Spectrum Monitoring assessment instruments; analyzing and evaluating test results, and preparing reports on findings and recommendations.

Previous Spectrum Monitoring experience is required. A good working knowledge of troubleshooting, repair, alignment, and operation concepts for complex ground based and mobile Spectrum Monitoring systems required. An understanding of computer-controlled instrumentation, as well as analog and digital interface equipment is required. Applicant must possess a good operational knowledge of various types of test equipment, including spectrum analyzers, oscilloscopes, signal generators, power meters, and frequency counters. Knowledge of RF components and subsystems, including transmitters, receivers, and servo systems required. Troubleshooting, repair, and modifying systems, to include unique parameter or antenna changes may be required. Writing work orders, monitoring budgets, completing task work, writing and reviewing EOPs, writing and conducting acceptance testing on new equipment, attending meetings concerning SRF assets and mission planning, and working directly with contractor and military project personnel to ensure mission success will be required. Will be required to independently plan and accomplish complete projects or studies of broad scope and complexity or serving as a subject matter expert in a narrow aspect of a particular field of engineering. Complexity of assignments typically requires considerable creativity and judgment to devise approaches to accomplish work, resolve design and operational problems, and make decisions in situations where standard engineering methods, procedures, and techniques may not be applicable.

OTHER DUTIES: Other functions include assisting in the orientation and training of other technicians at this level when directed by the supervisor. May be assigned additional responsibilities as a lead technician. Will perform general housekeeping and other job-related tasks. May be required to handle hazardous material/hazardous waste. Will be required to work overtime, shiftwork as required to support missions. Additional duties may be assigned to support contract/mission support requirements in job-related areas such as environmental, safety and security. Cross-utilization may be required to support other RT&T operations.



Job Requirements:

EDUCATION/EXPERIENCE REQUIREMENTS: An Associate’s Degree (60 credit hours) in a technical field, such as Engineering, Computer Science, Math, Electronics or Physics, or graduate of a technical military service school, and advanced (300 or 400 level) college courses in a technical field. Fifteen years of related experience may be substituted for education requirements.

OTHER REQUIREMENTS: Candidate must be eligible to obtain and maintain a Secret security clearance. Supports E-OMS operational objectives; observes company Quality, Safety, Environmental, Security and Administrative policies. Supports Process Improvement.

WORK ENVIRONMENT: Work may be performed at various heights above ground level. May perform duties both inside and outside and be subjected to a variety of environmental conditions typical to the work area.

PHYSICAL DEMANDS: Must be capable of performing required tasks while using wide variations of physical effort such as sitting, (tracking through telescopes for long durations), running, walking, standing, crawling, climbing, or remaining in awkward, sometimes strained, positions for extended periods of time.
