SUMMARY



Under the direction of the VP of Shareholder Development, with a dotted line to the VP of Regional Operations, and following BSNC guidelines, policies, and federal laws, this position shall provide leadership support in developing and leading ongoing in-region workforce development. The Regional Workforce Development Manager is responsible for confidential and time-sensitive material and must be able to effectively communicate via phone and email in a professional manner. This position requires great attention to detail, and the Regional Workforce Development Manager duties must be completed accurately and delivered with high quality in a timely manner. Applicant must be a Bering Straits Native Corporation shareholder, descendant of a shareholder, or spouse of a shareholder to be considered for this position.

Responsibilities




ESSENTIAL DUTIES & RESPONSIBILITIES

Sourcing & Recruitment


  • Under the direction of the VP of Shareholder Development and with a dotted line to the VP of Regional Operations, supports Bering Strait region (in-region) workforce development training pathways for BSNC and subsidiary operations; sources and recruits for current and future in-region opportunities.
  • Collaborates with Shareholder Development department staff, hiring managers, and BSNC and subsidiary leadership to support shareholder sourcing and recruiting activities to maximize shareholder hire for covered efforts.
  • Maintains outreach to in-region hiring managers with open positions.
  • Designs and implements a recruiting strategy for in-region operations; finds and attracts interested and/or qualified candidates (prioritizing BSNC shareholders and descendants), to apply for open positions and training programs by using outreach, databases, social media, etc.




Workforce Development Support & Job Training


  • Collaborates with the leadership and regional hiring managers to design, implement, and continuously improve in-region workforce development support.
  • Compiles a job training resource library, which will be published on the web and in print to ensure candidates have access to existing resources intended to help develop the necessary skills and tools to succeed.
  • Provides support for the annual BSNC in-region career fair and quarterly virtual career fairs. Attends events in the communities within the region as assigned.
  • Tracks and plans outreach events within the Bering Strait region; travels to Bering Strait communities to provide information, sources, and recruits for projects and training programs offered by BSNC for in-region operations as assigned.
  • Provides a calendaring service for potential candidates and employees, prioritizing BSNC shareholders and descendants, to discuss pathways to in-region employment and opportunities within BSNC and subsidiaries and connects them to resources available on professional development activities to accomplish their career goals.




Outreach


  • Administers and performs duties to ensure that potential in-region candidates and employees (assigning priority to BSNC's shareholders and descendants) are provided timely information on employment, advancement and training, opportunities, and any benefits provided by BSNC.
  • Conducts authorized BSNC outreach activities and manages activities related to the planning, organizing, and follow-through on events related to in-region development and/or shareholder outreach. Directs volunteers and/or participants in performing their duties and responsibilities.
  • Represents BSNC and promotes its mission at selected conferences, job or recruiting fairs, forums, and meetings as assigned, including meetings in, but not limited to, the Bering Straits region.
  • Develops and maintains effective relationships with in-region community and organizational leaders that support the goals and the mission of BSNC and its subsidiaries.




Admin & Admin Support


  • Handles sensitive information in a confidential manner.
  • Develops reports to assist with analyzing organizational objectives and relevant financial data, program structure and objectives, and other sources of funding and budgets for review and approval.
  • Identifies and documents Workforce Development procedures for review and approval.
  • Assists with the preparation and monitoring of annual department budgets for each upcoming year as needed.
  • Prepares information and reports to support the development of short and long-term strategic plans and goals relating to workforce development for review and approval and prepares reports to monitor and report on the progress of strategic plan initiatives relating to workforce development for review and approval.
  • Maintains computer and manual filing systems. Coordinate office procedures.
  • Performs administrative duties such as filing, typing, copying, binding, scanning, faxing, etc. Prepare template agreements and emails on behalf of other office staff. Prepare accurate meeting minutes and monthly expense reports for managers, supervisors, and staff as directed.
  • Other duties and special projects as assigned. Must be flexible and available to perform other duties in support of BSNC's various programs as assigned.


Qualifications




QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications


  • Bachelor's degree in business, Human Resources, Education, or related field. A combination of education and experience may be used to meet educational requirements.
  • 3+ years' experience with shareholder and/or workforce development.
  • Experience with planning, organizing, and managing activities and events.
  • Valid state driver's license
  • 5+ years' experience administering special projects.
  • Verified shareholder, a descendant of a shareholder, or spouse of a shareholder of BSNC.


Knowledge, Skills, Abilities, and Other Characteristics


  • Proficient with MS Office (Outlook, Word, Excel, and PowerPoint) and Adobe
  • Ability to travel as necessary and willing to work days, evenings, nights, overtime and weekends as required.
  • Working knowledge of ANCSA and Alaska Native history.
  • Knowledge of the Bering Strait region, history, and culture.
  • Knowledge of postsecondary institutions and student financial aid requirements.
  • Ability to set priorities and handle multiple tasks and application deadlines with a high degree of accuracy.
  • Ability to develop and implement projects using knowledge of good business practices, policies, and organization.
  • Excellent time management skills and ability to multi-task and prioritize work.
  • Attention to detail and problem-solving skills.
  • Excellent written and verbal communication skills
  • Ability to work cooperatively with all levels of an organization, including the Board of Directors, executive team, and interns.
  • Strong organizational and planning skills
  • Ability to work independently, apply sound judgment to a variety of situations, and collaborate effectively with other personnel to meet deadlines.
  • Possess a strong desire to expand responsibility and increase experience and knowledge through on-the-job training and continuing education.

WORK ENVIRONMENT



Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.


Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Travel may be required.



SUPERVISORY RESPONSIBILITIES


  • May hire or supervise direct reports.
