GENERAL DESCRIPTION OF POSITION

Responsible for ensuring that outstanding service is delivered to both internal and external members. The overall responsibility of the AVP Compliance is to oversee the coordination and workflow of Compliance Operations as well as BSA/Security and Fraud Operations. This is accomplished through ensuring that staff is in compliance with all applicable rules and regulations.



Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Oversee all activities that will occur within the Compliance Department. This area is responsible for ensuring that the Credit Union complies with all aspects of Credit Union policies and procedures, NCUA regulations and all other regulations and laws applicable to federally chartered credit unions.
  2. Oversee the management of compliance risks across the Credit Union. Ensure that all identified risks, findings, and recommendations are effectively reported, tracked, and resolved. Serve in an advisory capacity on the Enterprise Risk Management Committee.
  3. Oversee the development and implementation of the compliance program including audit and examination; ensure the program effectively addresses the requirements of applicable laws, regulations, Credit Union policies and procedures, and employee responsibilities.
  4. Oversee the development and implementation of the BSA program; ensure the program effectively addresses the requirements of applicable laws, regulations, the Credit Union’s policies and procedures, proper reporting, timely filing, and employee responsibilities.
  5. Oversee the implementation of regulatory changes. Advise leadership and applicable management of operational impact of such trends and changes. Make recommendations in regard to implementation.
  6. Oversee the Vendor Management Program. Ensure that due diligence, risk assessments, and ongoing monitoring are performed in compliance with regulations and Credit Union policies. Serve in an advisory capacity on the Vendor Management Committee.
  7. Oversee the development, distribution, training, and compliance of all Credit Union policies. Ensure all necessary updates are made as needed, annual reviews are completed on time, proper approvals are obtained, and policy assignments are made to all applicable employees. Make recommendations for policy and procedure changes to ensure compliance.
  8. Provide the Supervisory Committee, Certified Public Accountants, Auditors, and Federal Examiners with information as requested.
  9. Ensure that all required reports originated within the Compliance Department are delivered and presented to the Board of Directors on a monthly, quarterly, or annual basis as needed.
  10. Ensure that member complaints are responded to as required and that responses are logged and reported as required.
  11. Act as the primary resource for providing guidance and recommendations on regulatory, compliance, and risk management topics.
  12. Act as the primary resource for any new or revised rules or regulations, and provide timely and accurate requirements with solution driven processes to implement requirements.
  13. Act as the primary point of contact for examinations, audits, and other third-party assessments.
  14. Prepare specialized reports for management as needed for complex regulatory issues.
  15. On behalf of the credit union, analyze and provide written responses to proposed new regulations and/or amendments to existing regulations within allotted timeframes established by regulatory agencies.
  16. Advise management on desirable operational adjustments due to regulatory change, environmental change, vendor requirement change that impact risk.
  17. Provides needed compliance resources to support staff with addressing risk management issues.
  18. Develop and maintain compliance resources and disseminate relevant compliance resources to appropriate staff.
  19. Provide guidance to departmental managers on specific objectives.
  20. Ensure that all required compliance policies are in force and reviewed periodically for adequacy.
  21. Direct and coordinate all procedural updates related to compliance issues.
  22. Oversee the review and development of Credit Union forms and disclosures to ensure compliance with applicable laws, rules, and regulations.
  23. Serve as sponsor/team leader on organizational projects and departmental projects.
  24. Maintain open lines of communication with other department leaders to ensure that workflows are effective and that procedures and programs are cohesive for all involved.
  25. Ensure compliance reviews are performed as outlined in the compliance program.
  26. Ensure that new products and procedures are assessed for compliance and operational risk.
  27. Collaborate with other departments to address compliance issues.
  28. Ensure annual Credit Union training plans for employees and volunteers meet the current regulatory requirements.
  29. Ensure that the development and implementation of training requirements are met by all credit union staff and volunteers.
  30. Oversee the administration of policy management, compliance, risk management, and vendor management solutions.
  31. Seek out and recommend third party solutions to support the Compliance function.
  32. Recruit, manage, train and motivate direct reporting staff according to company procedures, policy, and employment law.
  33. Coach and advise on personnel related matters including disciplinary action as well as provide professional development for Compliance team members.
  34. Carry out annual performance reviews and development plans.
  35. Develop and manage performance metrics used to project head count. evaluate remote work productivity, and assess performance.
  36. Stay informed of current trends within the credit union industry.
  37. Review, analyze, interpret, and maintain a working knowledge of existing and pending legislation and rules that affect or may potentially affect the Credit Union.
  38. Identify and schedule beneficial training opportunities for yourself and your team.
  39. Perform any other related duties as required or assigned.
