ABOUT THE POSITION

The County of Riverside's Department of Human Resources (HR) Temporary Assignment Program has an opportunity for a Temporary Human Resources Technician I/II to support recruiting.T he position will be assigned to the Portfolio Recruitment Team and will carry a large case load performing full cycle recruiting, including conducting position evaluations with subject matter experts, advertisement placement, applicant screening, resume review, and job offers.

The Department desires candidates with full cycle recruiting experience for a public sector or large corporation with the ability to evaluate education, experience, and other qualifications for a variety of job classifications. The most competitive candidates will have experience performing recruitments using NeoGov Insight or an Applicant Tracking system.

Competitive candidates will have experience working in a Human Resources department with multiple recruitments including high volume applicant pools and will be well versed in use of the full Microsoft Office Suite. Knowledge of NeoGov and PeopleSoft is a plus.

The level at which the position(s) will be filled is at the Department's discretion and is based on candidate qualifications.

EXAMPLES OF ESSENTIAL DUTIES

RECRUITING

  • Prepare preliminary recruitment plans for filling position vacancies; write and place advertisements; prepare written job announcements; assist in the development of supplemental questionnaires used in conjunction with employment applications

  • Review resumes to determine if applicants meet standards for employment and notify applicants of decision; answer questions and advise applicants on the status of their resumes, specific employment requirements, examination processes, and reasons for disqualification.

  • Assist in the development of criteria used in rating and grouping training and experience qualifications of candidates; apply rating and grouping criteria to training and experience of applicants to determine relative competitiveness for further consideration; arrange for qualifications appraisal panel interviews including participating in the selection of interviewers, assisting in determining the dates, times, and location of the interviews, and assigning and coordinating required clerical assistance.

  • Certify and maintain eligibility lists; establish certification procedure guidelines with County departments and provide advice on, and enforcement of, personnel policies and procedures.

  • Communicate with candidates to ensure they move through the pre-employment process; send correspondence via the applicant tracking system and/or email.

  • Review resumes, personnel transaction forms, and other related documents associated with transfers, rehires, promotions and other actions to ensure compliance with established procedures; coordinate with department staff and affected individuals to resolve omissions and discrepancies.

MINIMUM QUALIFICATIONS

TEMPORARY HUMAN RESOURCES TECHNICIAN I
$20.07 Hourly

OPTION I
Experience: Two years of experience in which the primary duties of the job involved maintaining and processing the records of a personnel recordkeeping system and working with personnel rules and regulations.

OPTION II
Education:Completion of 18 semester or 27 quarter units from a recognized college in business/public administration, social/behavioral sciences or a closely related field.

TEMPORARY HUMAN RESOURCES TECHNICIAN II
$23.46 hourly

OPTION I
Experience: One year of experience equivalent to a Human Resources Technician I with Riverside County.

OPTION II
Education:Completion of 18 semester or 27 quarter units from a recognized college in public/business administration, the social/behavioral sciences or a closely related field. (An additional year of qualifying experience may be substituted for the required education.)

AND

Experience:Two years of technical personnel experience, which included interpreting and applying personnel rules and regulations.

BOTH LEVELS:

Knowledge of: Laws, ordinances, rules, regulations, and procedures governing the Human Resources Department and personnel activities of operating departments; basic personnel records and documentation; occupational titles and concepts, job duties performed and job-related standards for employment.

Ability to:Evaluate education, experience, and other qualifications and determine their applicability to the established requirements; read, understand, apply, and explain regulations, standards, policies and procedures; communicate effectively orally and in writing; work effectively with applicants, co-workers, other agencies, and the community; maintain accurate records; prepare reports and correspondence; recognize problems and devise effective course of action; collect and evaluate data and summarize findings; perform basic statistical computations.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0 through 3 year = 80 Hours (10 Days)
    4 to through 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
