ABOUT THE POSITION

The County of Riverside's Fire Department has an immediate opening for an IT Supervising Communications Technician that will be assigned to the Perris Location.

The selected candidate will be a working supervisor. They will manage the help desk within the Technology Division, which includes: Oversight and scheduling of technicians in response to service calls, approving time off, managing/scheduling projects, participating in interviews, timesheets, and other duties as assigned.

The Department desires candidates that have worked with radio systems, analog phone to digital, and have implemented, supported, and maintained communications needs for a department.

IT Supervising Communications Technicians exercise the full scope of supervision which includes: Accountability for coordinating, monitoring and evaluating the work of subordinate staff; participating in the employee selection process; training, coaching, counseling, and mentoring employees; authority to approve timesheets and leave requests, investigate complaints and performance issues, and issue formal disciplinary action. This class is distinguished from the IT Communications Technician III in that the latter is the senior or lead level that does not include the full scope of supervision. Advancement requires competitive selection through the open recruitment process.

T he Riverside County Fire Department (RCFD) is one of the largest integrated, cooperative, regional fire protection organizations in California. EXAMPLES OF ESSENTIAL DUTIES

• Supervise, assign, review, and evaluate the work of staff performing a variety of IT-related work; plan, organize, and provide opportunities to develop/maintain job-related competencies.

• Install communication (e.g. radio, computer) and other equipment in or on vehicles; install communication (e.g. radio, microwave, computer, telephone) and other equipment (e.g., infrastructure equipment, cabling) in office and other buildings (e.g., remote microwave/radio tower sites); perform preventative maintenance on communication network and/or components.

• Install and configure network hardware and software; update system documentation; coordinate system/component upgrades and repairs with vendors and users; monitor the work of vendors to ensure compliance of enterprise standards for products and services; provide user training regarding equipment and network utilization.

• Troubleshoot, repair, and resolve malfunctions of equipment and devices (e.g., computer, radios, microwave, telephones, and cabling); diagnose, locate, and repair network malfunctions.

• Utilize and administer enterprise network applications such as domain name services, network modeling, trend analysis, IP address management, and network configuration management.

• Research, evaluate and test proposed products, product versions and systems solutions.

• Coordinate all telephone and data services for County departments; coordinate the installation and operation of the County private telephone system, 911 emergency telephone system and all microwave and radio systems with County departments, cities and telephone companies.

• Confer with County staff and vendors to determine requirements and services and coordinate activities to ensure capability exists for inter-agency communication.

• Plan new and revised communications systems; estimate installation and recurring costs; coordinate the modification and installation of systems and leased data and transmission facilities; review and verify billings for completeness and accuracy prior to submission for payment; prepare recommendations and reports.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited college or university in computer science, computer information systems, data processing, information management, or related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience for one year of education.)

Experience: Four years of successful journey level IT job-related experience with two of those years including supervisory or lead duties over staff engaged in technically advanced IT-related work. One year of experience as a Riverside County IT Communications Technician III may substitute for this required experience.

Knowledge of: The principles, methods and techniques used in the course of work for the IT Communications Technician series; principles, methods and techniques of effective supervision; principles, methods and techniques applied to IT devices, applications and systems; principles of organization and administration; and the principles of documentation and recordkeeping, storage and retrieval.

Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; effectively supervise subordinates, interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.

Skill in: Supervision, coordination and evaluation of the work of assigned personnel; identifying learning needs and overseeing the orientation/training of personnel.

IT-Related Skills :

Required: The installation and coordination of the installation of communication systems including voice, videoconferencing, radio, microwave, and data in vehicles, remote sites and buildings; use of test equipment to isolate, repair and resolve problems; problem isolation techniques; coordination, planning or designing of modern and computer-based business telephone systems to include planning, development and evaluation of computer telephony integration (CTI) systems involving extensive communication with telephone service user.

Preferred: Assessing customer repair needs based on description of problems; installation and configuration of network hardware and software; use of systems level maintenance and management tools; troubleshooting and repairing/resolution of equipment malfunction in a multi-user, single platform environment; interpreting of customer technology needs.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
