Manager - Accounting Compliance





Hybrid Work, primarily Work from Home. Once a week onsite in Arlington, Virginia.

@Orchard is working with a fast-growing Service-Disabled Veteran-owned Small Business (SDVOSB) focused on delivering solutions to the US Government in Data Analytics, Change Management, and Audit Readiness. Our client needs a Manager of Accounting Compliance to support the US Army's General Fund Audit Support (GFAS) program.

This is a hybrid, mostly work-from-home role with meetings in Arlington or McLean VA weekly, therefore being commutable to those locations is a requirement. The role requires Secret Clearance. As the Manager of Accounting Compliance,
you will be accountable for the following.

  • Review general ledger (G/L) entries within the Army's ERP systems (i.e., GFEBS) for compliance with authoritative federal financial account guidance and to determine if they result in potential misstatements to the Army General Fund financial statements.
  • Conduct federal accounting analysis conducted over postings within the Army's ERP systems, develop remediation actions/system change requests (SCRs) related to findings within the analysis, and provide posting logic-related feedback to other project teams for items such as Notices of Findings and Recommendations (NFRs) and Provided by Client (PBC) requests.
  • Assist with efforts to develop and maintain risk assessment over revenue accruals. This includes performing analyses over data within the Army's ERP/feeder systems to develop and maintain risk assessment to ensure that if the revenue accrual activities are over the materiality threshold, the accrual should be recorded every quarter to ensure proper reporting.
  • Determine the compliance of existing accounting processes, through the testing of the system posting logic, with authoritative federal financial accounting regulations (i.e., FASAB, USSGL, GAAP, etc.).
  • Develop corrective actions to mitigate identified gaps.
Your background will include the following attributes and experience.
  • Must be a U.S. Citizen with an active Secret Clearance (or Interim Secret).
  • Problem solver, detail-oriented, proactive, and highly organized.
  • Proven ability to synthesize information quickly and transform it into actionable reports and presentations.
  • Must have either a Master's Degree in Accounting, Finance, Information Technology, or Business Management or a Bachelor's Degree in Accounting or in a business discipline with an accounting certificate and CPA, CISA, PMP, CGFM, or CDFM.
  • Must have at least 4 years of experience with federal financial management
  • Must have at least 2 years of federal accounting experience
  • Active CPA license preferred but not required.
