Manager - IT Audit - Federal





Hybrid Work, primarily Work from Home. Once a week onsite in Arlington, Virginia.

@Orchard is working with a fast-growing Service-Disabled Veteran-owned Small Business (SDVOSB) focused on delivering solutions to the US Government in Data Analytics, Change Management, and Audit Readiness. Our client needs several IT Audit Managers to support the US Army's General Fund Audit Support (GFAS) program.

This is a hybrid, mostly work-from-home role with meetings in Arlington or McLean VA weekly, therefore being commutable to those locations is a requirement. The role requires Secret Clearance. As the Manager of Federal IT Audit,
you will be accountable for the following.

  • Capturing the factors (e.g., risk and controls, cycle memos, IT dependent and automated controls, inherited controls) and cross-teaming (e.g., financial, data, internal, external teams) involved to support Army's downgrade efforts over business processes.
  • Evaluating test plans (Test of Design and Test of Effectiveness) to evaluate the ITGCs and ITACs.
  • Evaluating SOC 1 Type 2 reports including CSOCs and CUECs.
  • Developing corrective actions to mitigate identified gaps.
Your background will include the following attributes and experience.
  • Public sector financial statement audit or audit readiness experience with a focus on IT general and application controls for financially relevant systems associated with internal/external audits.
  • Significant FISCAM and NIST SP 800-53 testing experience performing IT assessments to evaluate controls and execute audit procedures from an access control, configuration management, segregation of duties, interfaces, and business process (input, processing, output) perspective.
  • Must be a strong team player and have excellent written and verbal communication skills around information assurance and security relating to IT general controls and application controls.
  • Requires information security and compliance knowledge and experience to determine acceptable levels of information security risks.
  • Must be a U.S. Citizen with an active Secret Clearance (or Interim Secret).
  • Problem solver, detail-oriented, proactive, and highly organized.
  • Proven ability to synthesize information quickly and transform it into actionable reports and presentations.
  • Must have either a Master's Degree in Accounting, Finance, Information Technology, or Business Management or a Bachelor's Degree in Accounting or in a business discipline with an accounting certificate and CPA or CISA, PMP, CGFM, or CDFM.
  • Must have at least 4 years of experience with federal financial management
  • Must have at least 2 years of federal accounting experience
  • Active CPA license preferred but not required.
