Knowesis is currently seeking a Management Analyst to support the United States Army Medical Command (MEDCOM) Headquarters, Regional Health Command (RHC) to augment its existing civilian and military workforce and provide strategy, planning, and operations support to the Army Readiness Requirements Coordination (ARRC) Team in the ARRC – Process (ARRC-P).

This position requires a candidate who is eligible to receive a T3 secret clearance and requires U.S. Citizenship (applicants without proof of US citizenship will not be considered due to the position’s security clearance requirement).

The Job Duties and Responsibilities include but are not limited to the following:


  • Conducts program assessment and evaluation; understands business problems, maps business processes (current/future state) and planning and development with an emphasis on performance improvement.

  • Conducts performance measurement; clinical data analysis, statistical analysis, data visualization and technical writing

  • Creates dashboards and other data visualization tools and customized reports.

  • Analyze evaluation of factors that have affected the establishment and/or effective operation of military-civilian partnerships.

  • Provide assistance in drafting of products, such as briefings, information papers, reports, EXSUMs, After Action Reports and other Staff Action responses

  • Assists Army Readiness Requirements Coordination (ARRC) Team in the ARRC – Process (ARRC-P); planning, programming, program evaluation, strategic planning activities and capability support to enhance with the assessment of DHP, OMA, OSD capability and relatable requirements to positively impact the strategic direction of military medicine.

  • Perform operational research, analysis, and data visualization.

  • Develop reports, presentations, and documents by utilizing various PC skills, software applications and Army Readiness and health care knowledge to assist in communicating information to various segments of the organization.

  • Applies knowledge and experience to obtain, integrate and report client data; develops and applies analytic methodologies and principles. Leads the application of analytic techniques and helps define project objectives and strategic direction. Resolve complex problems, which require in-depth knowledge of analytic methodologies and principles.

  • Presents findings of analyses of specific strategic and operational issues as requested. Conducts research, data gathering, and technical reviews. Produces written deliverables to include reports, spreadsheets, databases, presentations, formal process mapping, technical design, system testing and implementation activities.

  • Support the interpretation of strategic, business and market research data and draw conclusions and formulate recommendations to assist in the development of strategic initiatives, business planning and promotion of key services to improve medical Readiness throughout the Army using military resourcing and MHS automated information systems.

  • Recommended performance improvement procedures to cover identified process gaps

  • Standardize processes that support medical readiness and administrative support

  • Align strategies to the client’s outcome measures.

  • Evaluate existing measures against the desired strategic direction.

  • Provide data retrieval from the data systems to support forecasting of Army Medical Readiness requirements resourcing and operations. The scope of the data retrieved, analysis of data, and timelines for completion shall be submitted to the program manager.

  • Troubleshoot issues in reports related to data. Assimilates, integrates, and interfaces technical knowledge with business/system requirements.

  • Provide strategic planning support services to achieve clearly defined processes, procedures, and roles and responsibilities for the Army and DOD personnel that are documented and deployed.

  • Develop and recommend in accordance with MEDCOM Campaign Plan strategies, metrics, and feedback in support of the MEDCOM Strategy Management System (SMS) and submit a monthly report to SL.

  • Assist OTSG/MEDCOM Senior Leadership, One Staff Deputy Chiefs of Staff and RHC Commanders in the development of guidance for MTF Readiness Plans that outline standards and targets

Required Qualifications:


  • 8+ years of Army, DOD, or VA Medical program/project management experience

  • 3+ years of strategic planning

  • Experience developing military-civilian partnerships with civilian medical facilities.

  • Subject matter expertise in the Army medical readiness domain to include a deep knowledge of Individual Critical Task Lists and Joint Knowledge, Skills, and Abilities (KSAs) for critical wartime specialties. (DOD or VA)

  • Working knowledge of medical billing and coding, ICD10 and CPT coding and mapping to Army medical readiness metrics (DOD, DHA, or VA)

  • Understanding of Army enterprise analytic systems

  • Experience in preparing Information Papers, EXSUMs, CONOPS, OPORDs etc.

  • Excellent written and oral communication with experience briefing senior executives and conducting public speaking.

Required Systems Knowledge:


  • Intermediate to Pro skill level of the following systems:

  • Microsoft Systems (Word, Excel, PP, Teams, Outlook)

  • Adobe Acrobat Pro

  • Enterprise Task Management Solution System (ETMS2) is the authoritative correspondence and task management system for the Department of Defense

  • PFDAS - Army Pharmacovigilance Defense Application System (indirect access)

Required Education: 


  • Bachelor's Degree
