Hoyle Tanner's Northeast Municipal Engineering Services Group (NEME) is looking for a Resident Engineer to join our team in our Manchester, NH, or Burlington, VT office.

Primary Responsibilities:

  • Examine and gain a comprehensive understanding of all Contract Plans and Specifications, and their associated requirements.
  • Collaborate with engineering design team, including coordinating responses to technical correspondence from contractors including requests for clarification and interpretation. Facilitate difficult project decisions and technical issues with clients and contractors
  • Observe progress and quality of construction work; field check materials and installed equipment; identify and report defective work.
  • Lead regular meetings with clients and contractors. Serve as Engineer's and Owner's liaison with contractors, landowners, project funding agencies and other project stakeholders.
  • Thoroughly review construction schedule, offer comments and recommendations to the Contractor and Client to resolve discrepancies, areas of conflict, potential schedule overruns. Provide suggestions to resolve project timeline issues and budget issues.
  • Examine construction submittals and confirm that construction materials have been approved for use.
  • Observe, record and complete daily reports including photographs; reports shall include contractor manpower and resources and daily activities, visitors, test results, etc. and note general progress of work and provide a record of essential communication.
  • Verify that tests, equipment, and systems start-ups and operating and maintenance training are conducted in the presence of appropriate Owner's personnel, and that contractors maintain adequate records thereof.
  • Monitor and track compliance with project funding conditions such as minimum wage requirements and domestic materials sourcing programs.
  • Review and approve progress payments submitted by the Contractor and monitor and advise the Contractor and the Client on potential cost overruns/underruns.
  • Ensure as-built field conditions are well documented and defended. Participate in project completion evaluation inspections and punch list development.
  • Prepare, review, and approve change orders and value engineering proposals.
  • Understand the client's organization and develop professional relationships with client peers.
  • Provide peer mentoring for new construction technician staff.
  • Proficiency required using software tools such as spreadsheets, word processing, pdf solutions, photo management and team collaboration applications (e.g. MS Teams) to support construction observation and documentation processes.
Requirements:

BS or MS degree in civil engineering or a related field, and 5+ years of construction inspection experience.

  • PE Licensure preferred.
  • Certification in OSHA 10 Construction and Confined Space for Construction, OR HAZWOPER.
  • Valid driver's license.
  • Certification in one or more of the programs offered by NICET, ACI, NETTCP or approved alternate.
  • Ability to perform tasks that involve moderate to strenuous physical activity.
