SPECIFIC JOB DESCRIPTION:

This position supports the Department of Defense (DoD) in the National Capital Region. Successful candidates will be an organized self-starter capable of performing tasks without the need for constant oversight and have demonstrated success working in a team environment. Assist government personnel by providing consistent, responsive, and high-quality technical support with detailed analyses and strategic recommendations for communications, networks, and command and control for the ISR Enterprise. Key duties will include:

  • Assess the cost, schedule, performance, and supportability for such systems and portfolios and report the outcomes and status of each portfolio/system
  • Provide technical advice and assistance on joint service, allied, and coalition ISR programs and architectures
  • Support data discovery (i.e., collection, integration, and presentation of data pertinent to portfolio oversight), technical exchanges, and information sharing to improve the acquisition, technical, and portfolio management oversight of ISR systems and networks
  • Support all elements of the Defense Acquisition System (DAS), Joint Requirements Oversight Council including Joint Capability Integration Development System, Planning, Programming, Budgeting, and Execution (PPBE) process for the National and military ISR enterprise to include strategic planning guidance formulation, policy development and implementation, budget development, portfolio monitoring and advocacy
  • Assess interoperability, integration, design, systems engineering and performance capabilities of military ISR systems, subsystems and portfolios
  • Develop, implement, update, field and maintain existing CDL and ISR Terminal Database that provides inventory visibility of CDL and ISR Data Link terminals and allows tracking and analyzing acquisition, migration, and sustainment activities
  • Conduct annual data calls to maintain an inventory of current Service and COCOM Airborne ISR and Unmanned Aerial Vehicle (UAV) aircraft, terminals, antennas, specified technical details, and related ground terminal equipment
    • Produce a CDL Enterprise Modernization Report that quantitatively characterizes Service and SOCOM efforts to transition off legacy waveforms and encryption and onto the current enterprise baseline
  • Work closely with clients, technicians, and managerial staff
  • Manage competing resources and priorities
  • Monitor deliverables and ensure timely completion of projects
  • Communicate clearly and succinctly in the preparation of background papers, research and engineering assessments, and policy issues

EDUCATION:

  • Master's degree in related field and 10 years of relevant, related experience

SKILLS AND EXPERIENCE:

  • Top Secret/SCI clearance required at date of hire
  • Development of technical analyses and assessments supporting portfolio management of intelligence, surveillance, and reconnaissance (ISR) capabilities (10 years required and 25+ years preferred)
  • Development of written deliverables of quality sufficient to support senior decision making and in a timely manner
  • Expertise in joint service, allied, and coalition ISR programs and architectures
  • Development of Defense Acquisition System supporting documents including plans and guidance, policy development and implementation (e.g., Adaptive Acquisition Framework), portfolio monitoring and advocacy
  • Demonstrated expertise in acquisition and/ or development of ISR capabilities
  • Demonstrated expertise in integration and implementation of ISR capabilities into weapon systems
  • Demonstrated expertise in operational employment of ISR capabilities accounting for ground infrastructure and processing/exploitation/distribution (PED)
  • Demonstrate expertise in ISR sensors (e.g., covering full spectrum of RF, EO/IR, SIGINT, etc…)
  • Demonstrated experience in conducting analysis and operations research (e.g., cost, performance, schedule, and risks) of ISR capabilities
  • Demonstrated expertise with DoD PPBE System (2+ years required but 10 years preferred)
  • Development of technical analyses and assessments to include CDL waveform specifications for CDL capable systems (5+ years required),
  • Development of written deliverables of quality sufficient to support senior decision making and in a timely manner
  • Demonstrated expertise in acquisition and development of capabilities for CDL & ISR communications systems
  • Experience working with/on OSD, Joint Staff, or Service level staff
  • Exceptional analytical and conceptual thinking skills
  • Ability to work in a collaborative environment
  • Excellent interpersonal and communication skills
  • Excellent documentation skills
  • Experience creating detailed reports and giving presentations
  • Competency in Microsoft applications including Word, Excel, Visio, and Outlook
  • Excellent planning, organizational, and time management skills
  • A history of supporting successful projects
