The Department of Economic Development receives over $20 million in aid for federal and State of Nebraska programs that assist with community development, infrastructure, economic development, and strategic planning. The Economic Development Consultant's primary focus relates to program compliance monitoring throughout the state of Nebraska. The individual works under the direction and oversight of the Economic Development Coordinator and input from the Economic Development Program Manager. The person works independently and with other members of DED teams, other State and Federal agency staff, and communities/ organizations.

Job duties



This position assists local government officials/community development providers in the implementation of community development projects through the Community Development Block Grant (CDBG) program in partnership with other resource providers. This position will work with department staff, administrators of department-funded projects, other public organizations, and local/state governmental entities to perform duties related to the implementation of CDBG program at the state and local level. The position provides engagement and collaboration with the finance, program, and compliance teams for assisting the CDBG grant delivery process. This position performs many administrative duties associated with serving as a Community Development program representative for the Department's Community Development (CPD) programs. This position is responsible for the reviewing, interpreting, monitoring, implementing, and document reporting utilizing federal and State regulations and guidelines for compliance with state and federal programs. This duty may require travel throughout the state of Nebraska. Complete other duties as assigned within the scope of the classification.



Requirements / Qualifications:




Minimum Qualifications: Bachelor's degree in any discipline related to the work assigned. Experience may substitute for education on a year for year basis.



Preferred Qualifications: Experience in federal grant management or reporting, project management, economic or community development, accounting, bookkeeping, customer service, development of policies and procedures, and/or experience with communities in rural Nebraska.



Other: Regular and reliable attendance is required. This position requires occasional travel and overnight stays, including out-of-state-travel. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation.



Knowledge, Skills and Abilities



The ability to communicate with the public, government officials, and community groups. The ability to inform groups or individuals about programs, application documents, and other requirements, interact with and gain the confidence and cooperation of community leaders, consultants, government officials, and business leaders, and department officials by presenting facts both orally and in writing. Other necessary skill sets include organizational skills, critical thinking skills, database user skills, and the ability to coordinate people and programs. Knowledge and experience with Microsoft programs, Shareware, Adobe Acrobat, and project management software programs.
