Nature of Work



Oversees and manages estimating functions through entry- to senior-level staff for projects within assigned geographic or vertical markets; responsible for business development, timely and accurate performance of services, and risk management of pursuits.




Essential Functions and Responsibilities




  • Attends pursuit plan and proposal kickoff meetings


  • Reviews and approves pursuit plans; oversees bid strategy planning and discussion


  • Installs and maintains adequate quality control measures throughout estimating and preconstruction process


  • Maintains use of best practices in all pursuits


  • Utilizes and supports subcontractor prequalification program


  • Oversee the maintenance of the subcontractor database


  • Computes cost factors and prepares estimates used for bidding and budgeting purposes including self-performed work; selecting subcontractors; and determining cost effectiveness and cost realism


  • Scopes and tabulates subcontractor and supplier bids for conformance with bid documents to aid in determining the value of the work


  • Utilize, manage the implementation, maintenance, and updates for estimating software and conform to established policies and procedures; oversee the capture and upkeep of cost data and database


  • Identifies opportunities for improvement in departmental processes, approach, and execution of estimating and preconstruction functions; presents recommended actions/solutions


  • Coordinates client relationship management with business development and maintains relationships with clients


  • Analyzes and gathers cost data; organizes data into a useful format for use in future pricing and updates to cost database


  • Interface with operations group for final bid input, as required


  • Participates in compiling technical responses and qualifications for RFPs and RFQs; responsible for final estimating review of RFPs and RFQs


  • Monitors industry news sources, procurement services, and other sources to identify possible bid opportunities; participate in outside industry organizations


  • Responsible for timely providing and reviewing opportunity information and updates for CRM software


  • Participate in Go/No-Go decision-making through risk assessment process


  • Responsible for maintaining qualified network of trade partners to ensure adequate bid coverage within core geographic and vertical markets


  • Reviews preliminary project schedules for accuracy, suitability, and compliance with applicable requirements; gains buy-in from operations


  • Assigns work to subordinates; directs and reviews their assignments and holds responsibility for accuracy and completeness of estimates prepared by subordinates


  • Manages the pricing and bidding process; reviews work of others and ensures that quality control measures are employed consistently; analyze risks involved with bidding process and consult and advise management team of the same.


  • Identifies and analyzes industry cost trends and their effect on current and future projects


  • Prepares and conducts presentations to internal audiences for the purpose of explaining project specifics, review of estimates, and project risks/opportunities; prepare and conduct presentations to external audiences, including but not limited to clients


  • Coordinates, supervises, and trains assigned estimating staff to support developmental objectives; establish training and development plans for direct reports while reviewing and approving training/development plans for indirect reports


  • Review and negotiate prime contracts with guidance and approval from corporate counsel and company president


  • Reviews market potential and possibilities for pursuits in accordance with company strategic goals


  • Maintains contact with prospects/clients to obtain bid opportunities and confirm pricing


  • Assumes responsibility for all facets of the preconstruction process on projects within assigned market segments


  • Exercises initiative or, as directed, performs additional duties to meet the needs of the organization




In addition to the above responsibilities, this position will be responsible for the following:




  • Directs and manages department's activities and relationships with clients, subcontractors, and suppliers to maintain a high level of credibility




Qualifications




  • Actively leads, collaborates with, and functions well within a team-oriented environment across multiple projects


  • Experience with negotiating contracts


  • Proficient in general construction practices and principles; Strong proficiency in reading and interpreting construction documents


  • Possess diversity across varying construction market sectors preferred


  • Exhibits the ability to think strategically as it relates to business goals


  • Proficient in analyzing and collecting cost data


  • Proficiency in Microsoft Office Suite


  • Proficiency in estimating and CRM software


  • Experience with supervising or managing direct reports and within conflict resolution is required


  • Experience in preparing presentations and presenting related to project specifics, overview of estimate, and project risks/opportunities, and to various audiences including clients




Education




  • A minimum of a bachelor's degree from a four-year college, university, or equivalent experience




Experience




  • 10 years or more of related work experience preferred


  • Will have supervisory responsibilities


  • Will be responsible and held accountable for overall results of team




Physical Demands




  • Physical demands for this position are moderate. Typically the employee may sit comfortably to do the work. However, there may be walking, standing, bending or carrying of items (25-50 pounds) such as plan documents, papers, books, parts, etc. There may be times of physical exertion, such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, climbing or similar activities. The work may require specific but common physical characteristics and abilities such as above-average agility and dexterity. Requires a good ability to see, hear, and speak


  • Standard project site environment may include machinery, parts and chemicals; may require protective gear
