Human Resources Manager

Urban Engineers, Inc. is seeking a Human Resources Manager to join the HR Team in our Philadelphia office.

As the Human Resources Manager, you will oversee the operations of the HR department with a focus on talent acquisition, employee relations, manager and employee development, compliance, compensation, and company programs and events. Reporting to the VP, Director of Human Resources, this position will partner with Urban's management team to provide support and advice related to employee concerns, performance management, and workforce planning initiatives. Hybrid work options available.

Responsibilities:


  • Recruitment and talent acquisition - provides strategic vision for talent acquisition with a focus on diversity recruitment initiatives and partnering with regional managers and practice leaders for proactive workforce planning.
  • Manages and mentors 3 direct reports including the Talent Acquisition Specialist, HR Generalist, and Corporate Recruiter.
  • Manages immigration visa process.
  • Administers various human resource policies and procedures to employees; partners with HR Director to develop and implement new policies, processes and procedures.
  • Participates in developing department goals and objectives.
  • Provides expert advice to management on employee related issues, provides coaching where necessary and supports managers with employee relations concerns.
  • Manages and investigates formal employee relation cases, including disciplinary and performance related grievances.
  • Partners with HR Director to develop and implement new reward and recognition strategies, including compensation benchmarking and total rewards.
  • Manages employee engagement survey process, summarizes results to share with management and staff, develops action plans for improvement, and provides coaching to regional managers and practice area leaders.
  • Supports HR Director and HR team on performance management initiatives.
  • Partners with HR Director and Training Director on compliance and soft skills training and development initiatives; ability to present applicable trainings to employees and managers.
  • Partners with HR team on annual benefit renewals, answers employee benefit questions.
  • Partners with HR team on internal and external HR department audits.
  • Partners with HR Director on executing federal contractor compliance (EEO-1 Reporting, VETs 4212, Affirmative Action Plans).
  • Provides back up support to Sr. Benefits Specialist to employees on leave of absences (FMLA, ADA, STD) and workers compensation claims.
  • Ensures effective offboarding and manages reductions where applicable.
  • Maintains data integrity of HRIS records and compiles required reports and data analytics for management.
  • Answers HR-related employee questions while communicating professionally with staff, both written and verbally, applying discretion where necessary.
  • Maintains compliance with all federal, state and local laws, including complying with EEO regulations and staying on top of changing laws in areas in which Urban operates.
  • Maintains confidential information.
  • Oversees HR Team planning and execution of employee related events.
  • Special projects and other duties as assigned.

Requirements :


  • Bachelor's degree in human resources or management/business administration required.
  • 5-7 years of progressive experience in a Human Resources Business Partner or HR Generalist role required.
  • Previous experience supervising or managing others required.
  • Excellent oral, written, communication, technology and organizational skills required.
  • Preferred:

    • Previous experience leading talent strategy initiatives.
    • Previous experience configuring ATS and HRIS. (Paycom preferred)
    • Previous HR Manager experience.
    • Previous Talent Acquisition experience.
    • Previous Employee Relations experience.
    • PHR/SHRM-CP, SHRM-TASC certification preferred.
