The Contractor Finance Administrator is responsible for responsible for all facets of research project contract finance, accounting, portfolio management, and monitoring the various compliance aspects of contract finance.


The Role:

· Interpret funding agency guidelines and contract requirements. Research specific policy questions and prepare related information for researchers.

• Maintain relationships with sponsoring agencies and communicate consistently to ensure compliance with sponsor policy.

• Monitor cost and expenditures for assigned accounts to ensure compliance with applicable requirements, regulations and terms and conditions of research project contract, plus any applicable federal compliance including OMB Uniform Guidance, FAR, and/or DFAR.

• Respond timely to sponsor contract finance requests and inquiries.

• Serve as a resource and interact with staff and researchers answering questions relating to contract activity.

• Advise researchers on the overall status of all funding sources relevant to their project portfolio.

• Review/ensure that contract financial reporting requirements are met and submitted on-time.

• Maintain effective/proactive communication with internal departments on contract finance issues.

• Maintain budgets and review/approve expenditures (including animal purchases, expense, and travel authorizations). Analyze trends in expenditure; recommend and implement a course of action.

• Research and recommend solutions to problems related to the allocation, expenditures and termination of funds.

• Review and advise researchers of meeting special or unusual commitments or obligations set forth in the award terms and conditions.

• Prepare monthly account reports and advise PI's on a monthly basis of the financial status of all accounts, including forecasting possible problem areas.

• Analyze and advise on the status of personnel on projects and prepare labor distribution reports.

• Analyze awarded research monies and preparing fiscal projections and reports to ensure the proper expenditures of grant and contract funds as required by the funding agencies.

• Track animal purchases and allocate to projects; provide accounting amounts for balance sheet transfers.

• Track animal and analysis procedures, allocate to projects, and forecast with extremely detailed timelines.

• Analyze and forecast internal procedure income accounts, ensuring compliance with uniform guidance as applicable.

• Act as the liaison between PD/PI and sponsoring agencies to resolve problems, seek approval and answer inquiries regarding the policies of Texas Biomed, the sponsoring agencies, or subcontractors.

• Responsible for accurate, well documented and acceptable set of records and reports on grants and contracts

• Work independently, communicate clearly, and work directly with PI and gain PI trust.


Our Ideal Candidate:

· Requires a Bachelor's (BA/BS) Degree or equivalent combination of education and experience.

· 3 years job specific experience with experience in accounting, scientific research, health, and/or contract research organization preferred.

· Extensive knowledge/experience in the following preferred: requirements for effort and compensation allocations to sponsored awards; grant and contract finance administration for sponsored projects; and grant and contract forecasting for institute annual budget.

· Ability to work independently with minimal supervision.

· Certified Research Administrator (CRA) or National Contract Management Association (NCMA) CPCM, CFCM, CCCM, or CCMA certification designation preferred.
