SPECIFIC JOB DESCRIPTION:
This position supports the Department of Defense (DoD) in the National Capital Region. Successful candidates will be an organized self-starter capable of performing tasks without the need for constant oversight and experience successfully working in a team environment. Assist government personnel by providing technical analyses, assessments, recommendations, and implementation strategies for improving Supply Chain transparency, in general, and ‘Deliver Uncompromised' concepts throughout the Department. Key duties will include:
Develop metrics appropriate to assess the cost efficiency, effectiveness, and ease of implementation of supply chain risk mitigation techniques and report the status of ongoing efforts
Develop executable project plans for implementing a comprehensive, whole of Government approach to address foreign ownership, control, or influence over key components of National Security Systems (NSS), as well as systems, components, and services used by the defense industrial base in the development of DoD's critical warfighting capabilities
Support the legislative process by compiling data for use in drafting testimony, appeals, responses to congressional inquiries and General Accountability Office investigation documentation
Provide project cost analysis data and risk mitigation recommendations.
Provide studies and analyses regarding the extent to which supply chain risks/threats are identifiable beyond DoD's prime contractor (e.g., sub-contractors, embedded components, resellers, white-labelling. etc.), and potential methods for increasing resiliency of systems when supply chain risks are realized
Perform studies and analyses to inform policies and best practices for implementation of technical standards to mitigate supply chain risk for weapon systems, missions and the Defense Industrial Base
Support analytical efforts to enhance collaboration and interoperability between the DoD and the Defense Industrial
EDUCATION:
Master's degree in related field and 7 years of related, relevant experience
SKILLS AND EXPERIENCE:
Top Secret/SCI clearance required at date of hire
Knowledge of cybersecurity capabilities, trends in cyberattack techniques, and tools or techniques for identifying and mitigating cyber vulnerabilities in software products and information systems
Ability to comprehend DoD IT networks and infrastructure and develop supply chain risk mitigation strategies and associated implementation guidance
Skilled at preparing policy, point papers, technical reviews, guidance, white papers, congressional inquire responses, and other documents for senior- level officials
Demonstrated experience coordinating and collaborating with stakeholders at all levels across the Department of Defense
Basic knowledge of relationships and interdependencies between IT, cyberspace operations, and cybersecurity, and understanding of the DoD's Risk Management Framework
Basic knowledge of the DoD contracting and acquisition processes (e.g., Adaptive Acquisition Framework), including source selection procedures and the DoD's interface with the Defense Industrial Base
Knowledge of statutory authorities pertaining to Supply Chain Risk Management, including sections 889 and 1655 of the FY 2019 NDAA, and10 USC
Experience working with/on OSD, Joint Staff, or Service level staff
Ability to work in a collaborative environment
Excellent interpersonal and communication skills
Strong understanding of various technologies
Excellent documentation skills
Fundamental analytical and conceptual thinking skills
Experience creating detailed reports and giving presentations
Competency in Microsoft applications including Word, Excel, Visio, and Outlook
Excellent planning, organizational, and time management skills
A history of supporting successful projects
