SPECIFIC JOB DESCRIPTION:
This position supports the Department of Defense (DoD) in the National Capital Region. Successful candidates will be an organized self-starter capable of performing tasks without the need for constant oversight and have demonstrated success working in a team environment. Assist government personnel by providing consistent, responsive, and high-quality technical support with detailed analyses and strategic recommendations for network and communications systems in support of portfolio management and acquisition decisions. Key duties will include:
Assess the cost, schedule, performance and supportability for such systems and portfolios and report the status to leadership
Provide expert technical advice and assistance on joint service, allied, and coalition network and communication programs and architectures
Support data discovery, technical exchanges and information sharing to improve the acquisition, technical and portfolio management oversight of networks and communication systems
Support all elements of the Defense Acquisition System (DAS), Joint Requirements Oversight Council including Joint Capability Integration Development System, Planning, Programming, Budgeting, and Execution (PPBE) process for network and communications capabilities
Research existing DoD policies, instructions, directives, charters, and other DoD issuances related to acquisition and other enterprise management functions of DoD communications and networks
Assess interoperability, integration, design, systems engineering, cyber resiliency, and performance capabilities of network and communications systems, subsystems and portfolios
Perform technical studies and analysis related to DoD tactical data links addressing topics such as capability improvements
Maintain working relationships with key stakeholders and be focal point for coordination among all external partners
Gather critical information from meetings with various stakeholders and produce useful, timely reports
Work closely with clients, technicians, and managerial staff
Manage competing resources and priorities
Monitor deliverables and ensure timely completion of projects
Communicate clearly and succinctly in the preparation of background papers, research and engineering assessments, and policy issues
EDUCATION:
Master's degree in related field and 10 years of relevant, related experience
SKILLS AND EXPERIENCE:
Top Secret/SCI clearance required at date of hire
Experience writing and presenting technical analyses and assessments supporting portfolio management of communications and network systems (10 years required)
Demonstrated ability to produce written deliverables of quality sufficient to support senior decision making and in a timely manner
Demonstrated expertise in joint service, allied, and coalition communications and network programs and architectures
Experience with Defense Acquisition System supporting documents including plans and guidance, policy development and implementation (e.g., Adaptive Acquisition Framework), portfolio monitoring and advocacy
Demonstrated expertise in acquisition and/ or development of communications and network capabilities
Demonstrated expertise in integration of communication and network capabilities into weapon systems
Demonstrated expertise with DoD PPBE System (2+ years required)
Experience working with/on OSD, Joint Staff, or Service level staff
Exceptional analytical and conceptual thinking skills
Ability to work in a collaborative environment
Excellent interpersonal and communication skills
Strong understanding of various technologies
Excellent documentation skills
Experience creating detailed reports and giving presentations
Competency in Microsoft applications including Word, Excel, Visio, and Outlook
Excellent planning, organizational, and time management skills
A history of supporting successful projects
