Purpose



The Good Job, Happy Family (GJHF) Case Manager provides family-based, holistic, culturally and linguistically appropriate case management services to refugees and other ORR-eligible populations within their first three years of arrival to the United States. The purpose of the program is to support families in pursuing their goals related to longer-term stabilization and integration into the community, including goals related to employment/careers, education, financial literacy, and wellness. This is a very hands-on, full-time employment opportunity and will require daily use of reliable transportation. Additionally, the position requires someone who is able to balance competing priorities, work independently and communicate effectively.



Responsibilities




Essential Duties:



• Assess and enroll eligible clients in the GJHF program. Eligible clients include ORR-eligible populations who qualify for PA Temporary Assistance for Needy Families benefits, whether or not they are receiving such benefits.


• For each enrolled family, develop a Family Self-Sufficiency Plan (FSSP) to identify individual and family goals in areas including financial stability, child-care, academic success, housing, transportation, health/mental health, and career pathways. Outline actions and resources necessary to meet goals and set timelines for goal achievement.


• Connect clients to support as needed, by making referrals to external programs and service providers, while also teaching clients how to independently access those


services. This includes assessing their needs, connecting them to community resources, and helping them to navigate governmental and programmatic systems.


• Develop Individual Employment Plan (IEP) for each employable client, as applicable. The IEPs will outline clients' short and long-term career development goals to increase client access to family-sustaining jobs, as well as steps necessary to meet such goals within a defined timeframe.


• Perform bi-weekly telephonic follow-up and bi-monthly home visits to ensure regularity of contact and promote trust between clients and case manager. Regular contacts will help clients maintain focus on goal achievement and removal of barriers and will allow for goal adjustment as needed.


• Prepare and submit required reports and accurately record all services.


• Document all activities and client support in required case note logs, trackers, and case files.


• Provide transportation to and from appointments as necessary.


• Work closely with the Health & Family Wellness Supervisor to monitor program progress.


• Provide program updates and highlights to fellow team members during check-ins and staff meetings.


• Undertake other duties as assigned.



Customized Services and Activities:



• Organize and facilitate training on financial management, including family budgeting, saving, use of credit, with the assistance of community partners.


• Refer all school-age children and their families to a partnering IU13 Education Navigator for guidance and service. Maintain on-going contact with IU-13 navigators to ensure all partnering activities are carried out according to agreement.



Common Duties:



• Effectively coordinate and work in tandem with other service providers to assist refugee clients, avoid duplication of services, and maximize efficiency.


• Effectively use technology to maximize efficiency and quality of work during intake, needs assessments, and data entry.


• Advocate for equal access to services for refugees and immigrants.


• Keep informed about refugee and immigrant issues and available services to clients, using current information to better identify and serve refugee and immigrant clients.


• Attend and support key CWS Lancaster activities and events, including World Refugee Day, Community & Volunteer Appreciation events, and the Extraordinary Give.



Qualifications




Education: Bachelor's Degree in Social Work, Healthcare, International Studies or related field required. Relevant experience can replace the educational requirement. Experience working in refugee resettlement or social justice field is strongly preferred.



Experience: The ideal candidate will have at least 2 years of previous experience in the field of direct services working with immigrant and/or refugee communities. Candidates from refugee groups preferred. They will have a demonstrated commitment to excellence with a track record that includes close attention to detail, strong project coordination and problem-solving skills, strong communication skills, including in-person networking and writing skills, and a high degree of cultural competency.



Other Skills: English fluency is required. Fluency in relevant languages is strongly preferred. Most needed languages are Swahili, Kinyarwanda, Haitian Creole, Pashto, Dari, or Spanish. The successful candidate must be computer literate, with proficiency in Microsoft Office and internet applications. Strong organizational and time management skills are required. Must have access to reliable transportation and a valid driver's license. Must be able to keep a clean driving record and be over 21 years of age. Must be able to maintain a flexible schedule during weekdays to accommodate both early and later evening appointments as necessary.
