Job Description:

The Construction Division of The Nebraska Department of Transportation (NDOT) is looking for a Highway Construction Projects Coordinator to be a part of our PS&E Unit team. The Highway Construction Projects Coordinator uses technical knowledge to ensure plans and specifications are uniform and in conformance with state and federal regulations and standards while using interpersonal skills to work with a wide array of professionals inside and outside of the agency to clear up project discrepancies. Pay range is $31.148 - $45.916 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.


Job Duties:


• Document, track, and summarize problem points, errors, and oversights by Design Groups (Engineers, Highway Designers, Consultants).
• Review project plans, computations/quantities, constructability, specifications, and supporting documents for all construction projects, including the most complex urban and interstate projects to assure completeness, accuracy, and conformance to design guidelines and policies.
• Propose and communicate changes to ensure project adherence to state, federal, and contract requirements.
• Draft specifications and review standard specification modifications as needed or when requested to ensure they describe the work required.
• Interpret Federal Highway Administration regulations, and NDOT policies and provide guidance/training to Designers, Engineers, and Consultants on design standards, quantity calculation, specifications, design errors, pay item usage, plan presentation, agency directives, software, databases, and other compliance issues.
• Coordinate with Contracts and Estimates Units to ensure workflow through the letting process, and prioritize projects depending on timing, risks, department priorities, etc.
• Research and resolve project issues and implement changes to current processes to prevent recurrence.
• Review environmental requirements such as wetland mitigation, hazardous waste, NEPA commitments, etc. to ensure their inclusion into construction projects.
• Perform other duties as assigned.



Requirements / Qualifications:




Minimum Qualifications: Associate's degree in construction management or engineering principles/practices, and three years of experience in performing, coordinating, or supervising field-based work associated with the construction or renovation of roadways or structures OR Five years of experience in performing, coordinating, or supervising work associated with the construction or rehabilitation of roadways or structures.



Preferred Qualifications:



  • Experience in construction management, plan/specification review, bridge and/or roadway design experience, construction field work, pre-construction project delivery activities, or project management.

  • Experience with state and federal contract requirements.

  • Experience with multi-tasking an organized/scheduled workload.




KNOWLEDGE / SKILLS / ABILITIES



  • Identify road, street, and bridge project plans and computations not in conformance with NDOT standards, policies, and generally accepted design and construction principles.

  • Read/interpret agreements, project plans, and contract documents.

  • Comprehend federal aid transportation projects.

  • Perform mathematical calculations including geometry, algebra, and trigonometry.

  • Facilitate meetings and resolve conflicts between competing interests and objectives.

  • Plan/organize, coordinate, monitor, and evaluate state-funded and federal aid transportation projects.

  • Interact with Federal, State, and local administrators/officials, engineering/construction professionals/technicians, and NDOT employees at all levels to facilitate and guide state and local state-funded and federal aid transportation projects.

  • Review PS & E submittal packages.

  • Explain non-conformance issues, documentation requirements, information needs, and requested plan changes.

  • Ability to communicate technical information and instructions in person, and by telephone, computer, email, and correspondence to diverse groups including LPA representatives, consultants, NDOT employees at all levels, and representatives of other governmental branches and jurisdictions.
