ABOUT THE POSITION

The County of Riverside's Office on Aging (OoA) is seeking a dynamic leader for the position of Regional Manager, Social Services, who will be assigned to their Programs and Operations Team in Riverside. The incumbent will have full responsibility and accountability for overseeing the Call Center. Duties will include full supervision of work staff, management of budget, and ensuring records/files are properly maintained. The incumbent may travel throughout the County of Riverside and attend conferences as needed.

The most competitive candidate will possess and demonstrate excellent customer service skills, strong interpersonal skills, problem-solving/resolution, and great communication skills. The department seeks candidates that have experience with the Adult population, Community Partnerships, Access Database, and knowledge with CalAid and healthcare plans. Additionally, the incumbent will develop and present information in small groups and community events where they will explain department programs, partnerships, and provide information on various resources available to the community.

At this time, the position has the opportunity for a hybrid telework schedule based on business need, however job expectations, at times will require in person interaction.Telework may change at any time and you will be expected to report to the office.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

Office on Aging , one of 52 County departments, is authorized by the Older Americans Act and the Older Californians Act. The department is charged with developing a system of care that offers safety net services for vulnerable older persons and adults with disabilities.

EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize, direct, and coordinate through subordinate supervisors all social service activities within an assigned district or a specialized unit responsible for the assessment, implementation and evaluation of new service initiatives and County programs; the development, implementation and training of program policies and procedures; may act as liaison with internal and external stakeholders.

• Evaluate policies and procedures, and casework practices for effectiveness and consistency with department goals and standards; evaluate and assess operations relative to effective utilization of resources and achievement of goals, standards and program compliance; develop and recommend or implement changes to improve operations or modify programs to achieve organizational outcomes.

• Provide consultation and guidance to subordinates on unusual, sensitive, or complex case problems; confer with subordinate supervisory personnel and other staff on policy, program, and procedure modifications, and develop solutions.

• Assist in preparing budget estimates and justification, monitor expenditures and maintain cost controls to compliance with budget provisions.

• Keep abreast of local, state, federal, and other regulatory agency laws, rules, regulations, policies and procedures to ensure compliance; represent the Department in contacts with public and private agencies or the community on matters relating to social service functions; understand, interpret, and apply the laws, regulations and policies applicable to public social service programs; review and implement administrative and operational procedures and methods to ensure compliance.

• Direct research and establish evaluative controls on accuracy and on case results; select and assign subordinate supervisors and evaluate their performance; prepare correspondence and reports as required.

• Drive frequent, long distances away from the home office to conduct field visits; attend meetings, trainings, conferences and community events; may conduct visits to out-stationed staff at remote locations and supervise outlying offices.

• Maintain up-to-date electronic records of all aspects of client case management in a centralized database.

• Represent the County, Department or Agency in state and/or County-wide at local, regional and statewide committees, conferences, meetings or training; establish and maintain effective working relationships with other agencies, community organizations, public officials and other staff members and individuals.

• Foster subordinate supervisory and employee development through performance appraisals, constructive feedback, and recognition of exceptional abilities; oversee and review all staffing and personnel management issues; take appropriate action to assist subordinate supervisors in resolving personnel problems.

• May conduct analysis on new or proposed State legislation pertaining to operations; and may prepare and recommend new or revised policy and procedures for review and approval by executives.

• May conduct analysis on budgetary, fiscal, staffing, and human resources data, information, matters, or issues; and provide findings, recommendations, or requests to administrative managers or staff in regard to budget, fiscal, human resources, or program development matters.

• May serve as In-Charge Deputy Director during absence of Deputy Director.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree in social welfare, social or behavioral sciences, social/human services, counseling, or a closely related field to the assignment. (A master's degree from an accredited college or university in one of the aforementioned sciences is preferred.)

Experience: Four years in social case planning/case management in a public or private agency, at least two years must be equivalent to the County of Riverside Social Services Supervisor II.

Knowledge of: Laws, regulations and policies governing a public social service agency; principles of public administration and personnel management as they apply to the operation of social service programs; techniques of providing casework consultation to staff members; principles of community organization; social service research methods.

Ability to: Plan, organize and manage the work of a large social service staff in an assigned geographical district; analyze service delivery and administrative problems; generate and evaluate alternatives, reach practical conclusions, formulate recommendations, and institute effective solutions; understand, interpret and apply the laws, regulations and policies applicable to public social service programs; establish and maintain effective working relationships with other agencies, community organizations, public officials, and other staff members and individuals; prepare clear, concise and logical oral and written reports.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to <108>108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    -Annual Leave for Unrepresented Management Attorneys:
    Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
