ABOUT THE POSITION

The County of Riverside's' Environmental Health Department has an opportunity for a Fiscal Manager that will be assigned to the Riverside location.

The Fiscal Manager will be responsible for managing and directing financial, accounting, purchasing, and budgeting functions for the department. The incumbent will act as a working manager with responsibilities including the rate development process and analyzing, preparing, and managing complex budgets for the department. This person will also be a strong and tactful leader who will plan, organize, direct, and coordinate staff engaged in accounting, auditing, budgetary and statistical work. Additionally, the incumbent will assemble and direct the compilation of financial data and conduct periodic financial, statistical, and audit analyses.

The department desires candidates who are highly analytical, motivated, well-written, and strong communicators that know how to foster subordinate and peer team development and growth. All candidates must have a firm understanding of governmental accounting, budget forecasting, accounts receivable, and accounts payable. Competitive candidates will have a strong financial background within the public sector and have extensive experience with county software systems (PeopleSoft Financials, Power BI, Excel, etc.), including systems developed for a regulatory compliance environment.

Highly competitive candidates will possessknowledge and experience with the following:


  • Development and implementation of modernized rate structures

  • Leading Teams toward departmental goals and objectives

  • Extensive budgeting experience.

  • Experience with Internal Service Funds (ISFs).

The Riverside County Department of Environmental Health is a multifaceted department dedicated to protecting the health of people and the environment in Riverside County. Their mission, "to enhance the quality of life in Riverside County," is accomplished through a dedicated staff of professionals including licensed and/or certified inspectors overseeing and enforcing numerous programs, from food facility inspections to hazardous waste designed to protect both the public and the environment.

EXAMPLES OF ESSENTIAL DUTIES

• Plans, organizes, directs, and coordinates staff engaged in accounting, auditing, budgetary and statistical work of an assigned department, agency or district; may administer departmental management information systems.

• Trains staff and evaluates performance; provides consultation, advice, and guidance on difficult technical accounting problems.

• Prepares or assists in preparing the departmental budget by assembling and directing the compilation of financial data; reviews and presents to the department/agency head and other staff periodic financial and statistical analyses indicating the status of funds, showing expenditures, balances, and relationship to allotments.

• Studies and evaluates account-keeping procedures of the department/agency and develops and installs new and improved and/or automated systems designed in accordance with modern accounting principles and practices.

• Evaluates adequacy of fiscal controls in accurately reflecting actual fiscal condition of operations and modifies controls to meet record-keeping needs; reviews laws, legislation, and policies to ensure compliance and to determine impact on accounting procedures, and recommends changes where appropriate.

• Prepares requests for proposals; develops contract specifications in coordination with County Counsel.

• Conducts financial audits of contract awardees; performs internal or coordinates external fiscal audits of recordkeeping for State and federal agency programs.

• May coordinate departmental personnel transactions and human resource issues.

• Coordinates the work of subordinate staff with other sections, departments, or outside fiscal intermediaries; coordinates accounting practices with the County Auditor-Controller.

• Attends and participates in management staff meetings concerning programs related to fiscal, accounting and staffing functions; confers with County, State, and federal officials.

• Prepares and reviews correspondence and reports.

MINIMUM QUALIFICATIONS

OPTION I

Education: Graduation from an accredited college or university with a Bachelor's degree with a specialization in Accounting. (A specialization in accounting is interpreted as 18 semester or 27 quarter units of accounting coursework.)

Experience: Four years of professional accountant experience which included a minimum of one year experience in governmental accounting. This experience must have also included one year of supervisory experience over other professional accountants.

OPTION II

Certification: Possession of a valid certificate as a Certified Public Accountant.

Experience: Four years of professional accountant experience which included a minimum of one year experience in governmental accounting. This experience must have also included one year of supervisory experience over other professional accountants.

Knowledge of: The theory, principles, and practices of general and governmental accounting, budgeting; State and local codes, rules, and regulations influencing County fiscal operations; methods of developing systems and forms for various types of accounting records and reports; data processing systems and their application to accounting administration and business office management; principles and practices of personnel management and supervision.

Ability to: Read and interpret federal, State, and County laws pertaining to accountability of assigned department/agency funds; analyze accounting data, draw sound conclusions, and recommend effective courses of action; effectively supervise and evaluate the work of subordinate staff; prepare and maintain control of the departmental budget; establish and maintain cooperative working relationships; prepare clear and concise statements and reports.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to <108>108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    -Annual Leave for Unrepresented Management Attorneys:
    Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
