Job Title: Operations Oversight Division (ODD) Facility Representative Support

Location: Department of Energy (DOE) government offices in Richland, WA; position may be telework eligible at the discretion of the Technical Monitor (TM) in consultation with the Contracting Officer (CO). If this position is identified as telework eligible, there will be a 30-day waiting period in which 100% office support will be expected.

Clearance: Ability to obtain a Public Trust

Citizenship: US citizenship required

Compensation: $120,000.00 to $140,000.00 depending on years of work-related experience and background, and education.

AttainX, Inc. is in search of two (2) qualified ODD Facility Representatives to provide general support services for the Assistant Manager for Safety and Quality (AMSQ) for DOE Hanford Site.

Qualifications Required:

  • BS/BA degree in engineering, science or business management field of study. Six (6) years of experience may be substituted for BS/BA degree.
  • Minimum of nine (9) years combined experience in the following:
    • The field of nuclear conduct of operations.
    • The field of construction safety and oversight.
    • The field of nuclear facility testing and commissioning.

Preferred Experience:

  • Knowledge of Hanford Site mission, activities and priorities.
  • Fundamental understanding of nuclear, mechanical, electrical, chemical and physical science concepts and their application to facility operations, environmental cleanup, facility decontamination and decommissioning (D&D), waste management including associated safety management programs.
  • Experience in safety inspections, evaluations and assessments, incident investigation, management review and appraisal techniques and quality assurance (QA).
  • Capable of reading, interpreting and understanding the regulations associated with the DOE, Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Nuclear Regulatory Commission (NRC), state and local and related industry standards by the American Society of Mechanical Engineers (ASME), Institute of Electrical and Electronic Engineers (IEEE) and the American National Standards Institute (ANSI).

Job Duties:

Provide support in the following areas:

  • Preparation for reviews and evaluations
  • Document reviews
  • Activity observations
  • Safety interviews
  • Documentation of completed evaluations
  • Communicate evaluations to DOE
  • Evaluation of contractor corrective actions
  • Evaluation of corrective action closure
  • Data gathering
  • Technical document review
  • Data reduction
  • Review/assessment team support
  • Interface with DOE subject matter experts (SMEs)
  • Assist with administrative functions
  • Support actions assigned to OOD
  • Provide written (primarily in the form of reports and entries into a shared data base) and verbal communication (primarily in the form of briefs to OOD Director and FRs) regarding activities performed in support of AMWTP
  • Provide draft reviews/evaluations/assessments of DOE-ORP and Hanford Site contractors
  • Assist with oversight documentation reports to be entered in the DOE Hanford Database (iCAS) as operational awareness, surveillances or assessments in accordance with Site procedures
  • Utilize effective verbal and written communications skills and customer service skills in all team interactions and work relationships
  • Contractor personnel performing services under this call shall complete required training based on assigned facilities

The OOD Director will identify the required training. Proficiencies in the following via period training include:

  • WTP Site Access Training (brown badge)
  • HAZWOPER
  • Radworker II
  • Tank Farms FEHIC
  • Tank Farms Facility Orientation
