Federal Reserve Financial Services (FRFS) delivers a suite of payments services to financial institutions via FedLine® Solutions, Fedwire®, National Settlement Service (NSS), FedCash®, FedACH® (Automated Clearing House), Check Services, and the FedNow® Service. In 2020, we undertook a strategic effort to transform FRFS from a product and support office framework to a national, enterprise-focused organization. The enterprise structure integrated the prior retail, wholesale, cash, and customer relations product and support offices into a new organization, which was further joined by the FedNow team in early 2024. Our North Star strategy, with the new structure, is to offer a fully integrated product suite that provides speed, resilience, and choice in meeting the payments needs of financial institutions across the United States. Position Summary: With limited oversight, plans and leads programs that are typically high profile and have highly visible objectives where the program’s success or failure will create significant risks for the Federal Reserve System (FRS). Directly or indirectly leads the activities of project managers, large cross-functional/matrixed project teams, which may include managing team members virtually, and/or from multiple entities. Demonstrates mastery of program management principles and is relied upon to provide thought leadership on program management approaches. Applies expertise to significantly influence direction and objectives. Utilizes knowledge of latest trends related to information technology and program/project management to identify and apply qualitative and quantitative best practices and tools for program execution and management.

Key Responsibilities:


  • Helps define program governance and oversight to control the achievement of the program’s vision and to establish accountability and ownership for tracking and delivering intended benefits. Applies program planning based on the program’s component projects’ plans and schedules. Aligns individual project plans and strategies to the larger program vision to achieve macro-level benefits and results. Identifies cross-project dependencies and develops program risk mitigation strategies.

  • Ensures adherence to Enterprise Program Management Standards and applies Performance and Benefits Management processes to the program lifecycle.

  • Demonstrates strong initiative and leadership skills with ability to lead the activities of project managers, large cross-functional/matrixed project teams, which may include managing team members virtually, and/or from multiple entities. Utilizes a macro- level view of multiple projects and understanding of project details to apply strong decision-making skills.

  • Manages projects by outlining project requirements in terms of resources, equipment, time and costs. Responsible for development of business requirements and overall project plans. Assigns projects to project managers and/or project coordinators as appropriate and monitors their progress. Communicates project progress, findings, output and deployment plans to senior leadership and all constituents.

  • Leads (directly and indirectly) interrelated project teams in execution of multiple projects. Confers with and advises team participants on policies and procedures, priorities and methods. Consults with personnel in other business areas to coordinate activities. Responsible for administrative functions in managing the team and project milestone deliverables.

  • Applies strong critical thinking skills to understand the big picture for programs, including dependencies among various projects, systems and processes, as well as downstream impacts of changes. Demonstrates mastery in detecting and mitigating risks, as well as implementing appropriate risk mitigation strategies. Effectively uses big picture viewpoint to identify and negotiate adjustments to allocation of work across different projects, releases and/or phases, and remove barriers.

  • Ensures new products and upgrades comply and conform to the latest industry rules and regulations and Federal Reserve policy and procedures. Remains current on emerging payments issues through Federal Reserves and other industry research, seminars, and workshops. Supports efforts to educate the industry and/or Reserve Banks regarding various financial services topics and initiatives.

  • Chairs or provides leadership to System work groups and staff throughout the System to foster communication, influence decisions and collaborate on best practices. Includes coordinating with internal and external resources for the planning, development and implementation of new services or enhancements to existing services.

  • Actively contributes to the continuous improvement of processes, procedures and tools supporting project and portfolio management.

Education: Bachelor's Degree or 4 years equivalent experience; Bachelor's Degree preferred

Experience: Minimum of 8 years of project management experience, including two years of leadership and management over programs with proven ability to effectively deliver program results and benefits and influence/guide executive level management on strategic and tactical objectives.
