Position Summary: The government services business unit of Tunnell Consulting (Tunnell Government Services) is seeking a Business Development (BD) and Capture professional to leverage our outstanding capabilities, past performance, operational presence at specific customers, and contract vehicles in order to drive growth within the Health and Human Services (HHS), such as the National Institute of Health (NIH), U.S. Food and Drug Administration (FDA), Centers for Disease Control and Prevention (CDC), and other supporting agencies.

In this role, the candidate will be responsible for building and managing a robust pipeline of opportunities, and will oversee the pursuit of opportunities through identification, qualification, capture, and award. This includes identifying and coordinating with the right resources required to pursue each bid, assisting with bid strategies, managing the capture process and supporting the proposal development. The ideal candidate will be an accomplished business development leader with an established network within Government programs.

Position Responsibilities:


  • Develop, Manage and Close a qualified pipeline of opportunities to support the company's growth objectives and strategic goals.
  • Identity and/or qualify potential business pursuits by examining market opportunities, target organizations, requirements and capabilities and make recommendations. Participate in go/no-go decisions during the qualification process.
  • Prepare and present capabilities briefings to potential customers.
  • Develop and execute a winning strategy for all assigned opportunities upon pursuing a decision.
  • Recommend and implement strategies for developing proposals on assigned pursuits, working collaboratively with internal teams.
  • Demonstrate unwavering professional integrity and business ethics in all engagements. Protect company proprietary information and intellectual property confidentiality.

Requirements:

  • BSc degree preferred; MSc a plus in related field.
  • Minimum 15 years of experience in federal business development, consulting or operations with direct experience in relevant agencies.
  • Knowledge of U.S. Government contracting, including contract types and procurement processes.
  • Established relationships with the HHS and supporting agencies.
  • Demonstrated experience winning opportunities within HHS.
  • Demonstrated experience utilizing industry standard market research tools. Excellent research and analytical skills.
