About our Children's Shelters

Many children begin life in the face of serious challenges. Instead of playing pretend and imagining grand adventures, unaccompanied children face perilous conditions alone as they travel to unfamiliar countries, leaving home and loved ones behind to escape war and violence. Our children’s centers, operated through a grant from the Office of Refugee and Resettlement (ORR), provide safety, stability and wraparound services. We help children grow into adults who have received love and kindness, instead of only violence and chaos.

What You'll Do As A Lead Clinician

The Lead Clinician is responsible for the overall clinical operations, administration, and management of the clinical services for Unaccompanied Children. The Lead Clinician is responsible for designing treatment protocols and plans, assessments, conducting utilization review, and evaluation of the program and services after discharge or placement in accordance with Agency policies and procedures, licensing standards, and federal, state, CARF, and local regulatory agencies.

All staff must be able to show proof of immunity to vaccine-preventable diseases transmitted by the respiratory route if working directly with unaccompanied children (UC). Medical and Religious exemptions may be requested after an offer of employment is accepted.



Responsibilities

Lead Clinician Work Standards

  • Provide individual and crisis intervention
  • Oversee the coordination, implementation, and evaluation of individual service plans
  • Reviews clinical services and programs to determine best practices and emerging practice trends
  • Monitor and evaluate clinical services and programs to ensure compliance with federal, state, CARF and local regulatory agencies and licensing standards
  • Follows and participates in facility quality improvement efforts, such as UC progress and clinical outcomes
  • Serve as an advocate for UC care by recommending improvements and enhancements to treatment plans and services
  • Design and develop treatment protocols that can advance UC care and apply consistency throughout the facility
  • Ensure UC treatment plans include clinical soundness, and measurable objectives, and with established policies, procedures, licensing standards, and federal, state, CARF, and local regulatory agencies
  • Provide emergency evaluation for UC in crisis and facilitate referral to more intensive levels of treatment or alternative solutions that can be handled onsite
  • Keep accurate quantitative data on services provided
  • Responsible for fostering a facility climate which condemns sexual abuse; provides resources and support to the programs, and reports incidents of sexual abuse
  • Reviews logged incidents of sexual abuse/sexual harassment
  • Maintain current information on sexual incidents occurring in the facility or historical which were reported in the facility

Teamwork

  • Work closely with Program Director/Clinical Director to set ratios of clinicians to UCs, as required by contract standards
  • Work professionally and cohesively with the Program Director/Clinical Director to model exemplary leadership when working with the Clinical and Program Teams ensuring teams/departments are working together to meet and exceed the needs of the UC
  • Assist clinical staff with admission assessments
  • Work in collaboration with the clinical team and interdisciplinary team to develop, implement, and evaluate treatment plans
  • Collaborate with the clinical team and the interdisciplinary team to ensure all UC are receiving the quality of services needed to meet their individual treatment and behavior plans
  • Work as part of the team and always show professionalism by modeling and demonstrating positive working relationships and attitude
  • Emphasize the importance of zero tolerance to sexual abuse through leadership example, management presence, and unannounced rounds by management on all shifts
  • Must assist and travel in the evacuation of UC as needed due to inclement weather conditions, natural disasters, or other unforeseen occurrences
  • Ensure good communication between facility staff, PSA Compliance Manager, facility management, and senior program management when prevention, notification, investigation, and responding to sexual abuse/sexual harassment incidents
  • Must be able to work evenings and weekends as required
  • Serve as a member of the “administrator on-call” (AOC) team

  • Co-facilitate or facilitate individual, group, or family therapy sessions
  • Assist in identifying and coordinating with community service providers including vocational education and independent living
  • Assist in coordinating acculturation and adaptation services

  • Develop and maintain positive working relationships with UC, sponsors, foster parents and families, professional service providers, and community partners, while maintaining boundaries always

  • Work as a team player and exhibit professional behavior and a positive attitude with both internal and external clients that reflects positively on the Agency and is consistent with Agency policies and practices

Developing & Engaging Others

  • Coach and support staff to ensure they have the necessary tools and resources needed to optimize performance, ensure established program goals, and achieve operational excellence
  • Communicate with direct reports in periodic one-on-one meetings
  • Organize and deliver regularly scheduled staff meetings to communicate present, on-going, and future updates of pertinent information, projects, and initiatives
  • Work closely with management team to interview, hire, and onboard new employees who are strong cultural fits for Upbring
  • Work in collaboration with leadership and the Organizational Development and Culture Team to arrange training; when needed, coordinate and/or provide in-service training for staff development
  • Regularly review employee performance, including goals and progress, to provide developmental feedback: use applicable agency development tools to facilitate growth and development in staff
  • Draft and issue the 90-day and annual evaluations, along with supporting documentation, as per established procedures; work in collaboration with staff to set goals during evaluation periods
  • Provide consultation to clinical staff, interdisciplinary team, and other service providers to facilitate a coordinated continuum of UC care
  • Ensure facility-wide attendance compliance with mandatory sexual abuse/sexual harassment awareness and prevention refresher training



Qualifications

Lead Clinician Minimum Qualifications

  • Master's degree in Social Work, 2 years of postgraduate direct service delivery experience or a master’s degree or Ph.D. in psychology, sociology, or other relevant behavioral science in which clinical experience is a program requirement, plus 2 years of postgraduate direct service delivery experience/or bachelor’s degree plus 5 years of clinical employment experience in the behavioral sciences.
  • Must be licensed to provide clinical services in the State where the care provider is located
  • Previous supervisory or management experience
  • Bilingual in English and Spanish based on service population and area
  • Ability to multi-task and accomplish multiple goals
  • Strong organizational and time management skills, with the ability to pay attention to detail
  • Demonstrated ability in managing all clinical aspects of the facility

Lead Clinician Preferred Qualifications

  • 3 years’ clinical services with a similar population
  • 3 years’ supervisory or management experience

Physical Demands & Work Conditions for a Lead Clinician

  • This position requires frequent standing, sitting, walking, and using a computer for long periods of time
  • Position works in a facility with and around children on a regular basis
  • Lift, push, pull, and move up to 50 lbs.
