The Federal Reserve Bank of Minneapolis is hiring for a Manager of IT for our Technology Division with experience in Aternity, Service Management, Telephony and Network.

As the Manager of IT you will manage multiple teams overseeing the Federal Reserve System’s Aternity Support Office, IT Service Management, Telecommunications, and a portion of Network Support.  Additionally, you will lead IT projects and provide business status updates to upper-level management for key product and project initiatives.

You will work closely with both District and System customers and will drive innovation and ensure the department is meeting its goals and objectives. This position will also represent the Ninth District at the System level by developing relationships with peers across the system by participating in relevant system IT management groups.

Onsite work is an essential function of this position, and you are expected to be in the office 2 days per week for meetings and team collaboration, unless directed otherwise by your supervisor.

This position will oversee the personnel and daily operations within these IT areas, including continuous improvement and employee development. People Leadership skills and experience is required.

Responsibilities:


  • Direct and coordinate the activities of one or more technology specialties in a department. 


  • Manage technical, analytical and/or operations staff to ensure optimal day-to-day operating objectives are met while longer-term projects and objectives are attained. 


  • Manage and coach supervisors, project managers, analysts, and/or operations staff. 


  • Oversee staffing, performance management, staff development, salary recommendations, and terminations. 


  • Support official staff in the effective and efficient administration of the department, which includes planning and ensuring resource alignment; developing and monitoring department/section budgets; developing and monitoring operational performance metrics; and developing strategic plans to achieve business objectives. 


  • Translate policy decisions from System governing bodies into strategic, business, and automation plans. 


  • Ensure department/section processes are efficient and effective, and procedures are up-to-date, relevant, and adhere to compliance standards. 


  • Provide official staff with a variety of written communications including status reports on projects and objectives, presentations, and detailed analysis of technical issues and solutions.


  • Present technical solutions and project status update to department and Bank management. 


  • Initiate and supervise feasibility studies on new or improved technologies. 


  • Evaluate hardware and software for processing applications and for present and future needs of the organization. 


  • Recommend necessary changes or new technologies. 


  • Serve as project leader and/or facilitates team efforts on highly complex System and local projects. 


  • Communicate and collaborate across System resources and department functions to resolve complex business and/or technical issues. 


  • Provide high level expertise on project management, business, financial, and technological issues. 


  • Maintain a high level of knowledge of technical, operational, and policy issues relating to the industry and provides a high-level of application and/or operational expertise. 


  • Serve as a resource and adviser to business areas, information technology staff and FRS business constituents on IT support, services, and solutions. 


Qualifications:


  • High School diploma or GED AND twelve (12) years of broad technical experience (including supervision, management and technical project management) in one or more phases of information technology and management information systems OR


  • An Associate degree AND ten (10) years of broad technical experience (including supervision, management and technical project management) in one or more phases of information technology and management information systems OR


  • Bachelor’s degree AND eight (8) years of broad technical experience (including supervision, management and technical project management) in one or more phases of information technology and management information systems. OR


  • A Master's degree AND six (6) years of broad technical experience (including supervision, management and technical project management) in one or more phases of information technology and management information systems.


  • Current or recent experience translating and communicating technical content to a non-technical audience. Excellent oral, written and interpersonal communication skills: mentoring, coaching and staff development.


  • Organizational and planning skills and excellent analytical and problem-solving skills.


  • Advanced proficiency with standard business productivity applications and software (i.e., Microsoft Office Suite).


In addition to meeting one of the above required qualifications, including supervision of a team, the following are desired but not required:


  • Experience leading IT projects.


  • User experience monitoring with the Riverbed product Aternity.


  • Experience working in the Service Management discipline including change, asset and configuration management; as well as service catalog.


  • Experience working with Mega Application Portfolio Management, Telecommunications or Network Support.  


Additional Information:

Salary Range:  $135,000- $168,749- $202,500 Annually.

Salary offer will be based on qualifications/experience of the candidate, alignment with market data, the needs of the position, our total compensation package, and internal equity.
