ABOUT THE POSITION

The County of Riverside's Flood Control District has an opportunity for a Flood Control Division Chief that will be assigned to the Riverside location.

The Flood Control Division Chief is an advanced level manager classification reporting directly to an Assistant Chief Engineer. This classification is responsible for the overall coordination and establishment of operations, programs, duties, policies, practices, and procedures through the management of staff within a major division of Flood Control.

This position is further characterized by the high level of responsibility for management of specialized and technical functions of a division, including engineering design and construction, environmental or land use planning, or administrative and financial systems of the Riverside County Regional Flood Control and Water Conservation District.

The Flood Control Division Chief is distinguished from the Assistant Chief Flood Control Engineer by the latter's responsibility to assist in the administration and operation of the Flood Control District.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

The individual has exhibited the administrative and technical knowledge to perform Project Manager level responsibilities at a very high level of accomplishment. They exhibit strong leadership qualities and have demonstrated the ability to marshal resources and orchestrate multiple activities at once to accomplish a goal. They sets- realistic objectives, goals, and schedules; effectively and efficiently plans and organizes work flows and processes; and effectively and efficiently delegates work.

The candidate will have substantial professional experience, have achieved many notable successes and strives to stay current in their field of expertise. An advanced degree, professional certification or a demonstrable commitment to continuous professional development, although not a requirement, will receive favorable consideration.

Strong communication and interpersonal skills are a must. The individual has the abilitye to convey complex concepts and technical information (in layman's terms) to a non-technical audience including decision makers, the public and District staff.

The individual has demonstrated the ability to effectively navigate complex political situations and achieve desired outcomes; is sensitive to how people, groups and organizations function; understands the project delivery process (planning, budgeting, designing, permitting and constructing), anticipates obstacles and plans his/her approach accordingly; is a "maze-bright" person. Understands group dynamics and how stakeholders interact. Understands District policies and procedures.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.

EXAMPLES OF ESSENTIAL DUTIES

Plan, organize, direct, evaluate, and coordinate the work of a major division of the District engaged in engineering design and construction, engineering planning, federal and state regulatory compliance, and administrative operations related to storm water quality, flood control and water conservation and fiscal processes; establish divisional policies and procedures.

Interpret applicable laws, rules and regulations pertaining to divisional functions; evaluate pertinent legislative changes and impending changes; schedule major activities to assure efficient use of personnel and equipment.

Prepare or direct the preparation of technical reports and oral presentations on storm water quality and conservation projects and programs to the Board of Supervisors, various commissions, governmental officials, the public, and staff; may be required to defend technical reports of a complex or controversial nature.

Coordinate the work of a division with the other divisions of the District, other departments of the County and public and private agencies; represent the District at meetings, conferences, seminars, and in court.

Negotiate and prepare contracts and/or agreements for District projects; may prepare bid specifications for purchase of specialized equipment.

Direct the preparation of cost estimates and economic analyses.

Prepare or supervise the preparation of a variety of complex fiscal and management reports and correspondence; perform special studies as assigned by the Assistant Chief Flood Control Engineer, including periodic reports that reflect the overall financial position.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor's degree, preferably in in civil or environmental engineering, or closely related field to the assignment.

Experience: Five years of professional public works engineering experience in an administrative or managerial capacity in a governmental agency. Two of the five years of required experience must have been in an administrative or supervisory capacity.

Other Requirements:

License/Certificate: Possession of a valid license/registration as a Civil Engineer issued by the California Department of Consumer Affairs, Board for Professional Engineers, Land Surveyors, and Geologists.

License: Possession of a valid California Driver's License is required.

Knowledge of: Principles and practices of technical civil engineering especially as they apply to the design, construction and maintenance of flood control facilities; principles and practices of budgeting and financial management; functions and relationships of the local, state and federal governments and their impact on divisional activities; laws, rules and regulations pertaining to divisional projects and activities; principles and techniques of modern management, organization, budgeting, and personnel management

    MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



    • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


    • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


    • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


    A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to <108>108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    -Annual Leave for Unrepresented Management Attorneys:
    Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
